Comprehensive Benefit Evaluation For ZHANGBEI Wind Power Plant

In recent years, with the dramatical development of wind power, it has been a new topic to discuss how to comprehensive evaluate the value, economy and reliability of wind energy, and in what kind of way to evaluation in the whole world. The comprehensive evaluation of the wind power project is the check and summary of the project investment activity, and it is the important way to determining the rationality and the validity of the project. The benefit index of the wind power project’s comprehensive evaluation is not only reflected in the economic aspects, but also reflected in the environment and social benefits, these three aspects are mutual influenced, complementary, and dialectical unity. At present, the comprehensive evaluation index system of wind power project has been not perfect yet, the value of wind power project has not been fully recognized by investors. Therefore, it is necessary to do the comprehensive evaluation of wind power project..The issue includes four aspects below:First, the issue reviews the history and current situation of wind power generation, brief introduces the general situation of Zhangbeidahulun wind power plant;Second, based on Zhangbeidahulun wind power plant, we construct a comprehensive benefit evaluation index system mainly focus on three aspects: economic benefits, environmental benefits and social benefits;Third, the comprehensive benefit evaluation method of wind power project is varied, and we analyze and compare the advantages and disadvantages of the each method. Fuzzy analytical hierarchy process is a method of combining analytical hierarchy process and fuzzy comprehensive analysis method. This method of analysis can make up the shortages of each other, making the evaluation results more objective, more reasonable and more quantitative, and it dramatically improve the accuracy of the fuzzy comprehensive evaluation method;Fourth, in the comprehensive evaluation of wind power project, there are some interactions between factors and index, involving a large number of fuzzy concepts and fuzzy phenomena, making use of fuzzy analytic hierarchy process first, and then determine the weight coefficient of index from the qualitative index to quantitative indicators. We comprehensive evaluate the Zhangbei wind power projects by fuzzy analytical hierarchy process, and analyze and summarize the evaluation results, so as to reveal the advantages and disadvantages of the project development, and put forward suggestions for improvement, further improve the validity and rationality of the operation of the management system.To sum up, this issue is to enhance social awareness of wind power, and improve the wind power project comprehensive benefit evaluation system, and provide the basis of decision-making to the follow-up projects in the early stage of investment, and it has important theoretical and practical significance to promote the balanced and healthy development of wind power industry in China.
