It was required to gradually open the test market since the 18th NCCPC, and then a large number of foreign testing institutions and private capital come into the market, making test industry increasingly competitive. At the same time, with constant improvement of the customer personalized demand, State-owned testing institutions are increasingly difficult to survive, faced with the low detection efficiency, the low response ability and the low service level during the process of market-oriented reform. So, it is an important topic for State-owned testing institutions to how to improve the operational efficiency of enterprises, achieve value-added ability and improve the core competitiveness of enterprise under the new situation.In recent years, Business Process Management (BPM), which has been regarded as a kind of new management ideas, has become an effective method and an inevitable way in improving value-added ability and enhancing the core competitiveness of enterprises. And constantly integrated with the "lean" thinking, it is extended to modern service industry from traditional manufacturing application and constantly applied to all aspects of business management. It is one of its performance that the lean enterprise business process is implemented. But the enterprise value can’t be maximized with partial lean in business process, because it is discordant and uncoordinated between business process with organization structure, produced after the implementation of BPM in many enterprises. Therefore, it become the focus of the problem to how to implement the lean business processes and building matching organizational structure.A new perspective in process management is provided by Porter’s value chain model from global companies, which can promote the enterprise value maximization. In this paper, on the basis of the lean business process, "the lean business process based on value chain" is put forward, based on the idea of system thinking and lean thinking, and the theory of business process management, value chain management and organization. That is to say, business process management is served as the main line, and the key process is improved and flattening and organic organizational structure is built from the perspective of enterprise value chain, which improves enterprise operational efficiency and enterprise competitiveness on the whole. And it is carried out in applied research, aiming at the specific problems, such as the long testing cycle, the low testing contract execution rate and the poor quality of test report, of A testing institution, which is state-owned third-party testing organizations.In this thesis, first of all, "the lean process management based on value chain" is put forward with the analysis of the relationship between the process management and value chain management from the perspective of their basic theory, and the model of VC-LBP methodology and Steps-Activities (S-A) framework is build. Then the competition situation matrix (CPM) is used to analysis the present situation and competitive strategy of A testing institution, and the value chain of A testing institution is adjusted for setting off the main problems of business process; And the contract review process, test process, test report quality control process and testing equipment procurement process are determined as key process by the use of "the AHP-TOPSISI" model and other method, and they are analysis and diagnosed with the methods of ABC value-added technology. Then on the basis of value chain, the key business processes are standardized, optimized and recombined by the use of ESRIA and the other optimization methods, and the Product-process type structure is built after the analysis, design and recombination of organization structure, and the adjustment of functions and responsibilities, and relevant guarantee measures are put forward. Finally, the results of the application and implementation is evaluated.
