Research On Spatio-temporal Pattern Of Coupling Characteristics Of Rural Eco-economic System In Gannan Soviet Area

Gannan former central Soviet have a special important position in the history of the Chinese revolution. “Some opinions of the State Council on support Gannan former central Soviet development” put forward by the government in 2012 and "The former central Soviet Fujian Guangdong Jiangxi revitalization and development planning" issued by the national development and reform commission in 2014 propose new requirements and countermeasures for the development of Gannan former central Soviet. In these rural areas which accounted for a lot by agricultural economy, it has a important strategic significance to research the coordinated development of rural ecological environment and social economy for enhancing the capacity of regional sustainable development and promoting regional rural green economic development.In order to research the coordination development relationship of rural eco-environment and economy, this research tries to build the coupling degree model and the coordination degree model between the two systems. The coupling degree and the coordination degree of each rural areas and their spatio-temporal pattern in Gannan Soviet Area have been analyzed in 2001-2010. Meanwhile, the gray forecast model has been established to forecast the coupling degree and the coordination degree in 2015 and 2020. Results show that:(1) The coupling degrees were basically at resisting stage and gearing stage from 2001 to 2010 and the system coupling degrees were between 0.430 ~ 0.500.(2) The coordination degree from 2001 to 2009 were higher than 0.300 and dropped to 0.255 in 2010 when the rural ecological economic system was in the low-grade coordination state. During these 10 years, the comprehensive index of rural eco-environment and economy was less than 0.300, which caused the low coordinate degree of economic development and ecological environment. So it should be improved.(3) By comparing the coupling degree and the coordination degree of rural ecological economic system, the two subsystems of social economy and ecological environment were to depend on each other for existence. The coordination degree of the whole ecological economic system was reduced when a sub-system of two systems deviated from the change trend of original structure because of the complexity of the ecological economic system. Therefore, the coupling degree of rural ecological economic system was not consistent with the coordination degree.(4) The spatial distribution difference of the coupling degree and the coordination degree of rural eco-environment and economy in Gannan Soviet Area was large. Region distribution showed a certain degree of spatial discrete characteristic and heterogeneity development. The development direction of rural ecological economic system was not the same in these areas. The coupling degrees of ecological and economic were fluctuate because of the influence of the system factors.(5) Based on the gray system GM(1, 1) model the coordination degree of rural ecological environment and economic will be 0.297 in 2015 and 0.280 in 2020, which shows that the future coordination degree of rural ecological environment and social economic will be still weak in Gannan Soviet Area. Without qualitative changes of rural economic development mode, the slow development of the ecological environment will lead to the unreasonable development of regional coordination degree.Based on the above research results and the shortcomings of the rural eco-economic development in Gannan Soviet Area, this article puts forward the advices of "consummating the rural ecological economic legal system, improving the agricultural production strength, changing the rural economic development mode relying on scientific and technological progress, setting up the ecological compensation mechanism and establishing a multi-channel funding mechanism" to promote the coordinated and stable development between rural economy and ecological environment.
