Research On The Development Mechanism And Models Of Urban-rural Integration In County-level Based On The Agricultural Cluster

During the rapid rising of our country, large cities make greater contribution and also enjoy greater economic benefits. While the development of small towns and rural areas has been limited for a long time, this is an important reason which led to a series of current urban-rural issue. Counties connect small towns and villages closely. They are also the minimum urban-rural systems that have complete economic and social functions. Therefore, it should be a breakthrough in the development of Chinese urban-rural integration by promoting the integration of urban and rural development of counties. Agricultural industry cluster takes rural hinterland as the production base and the town as the agricultural products processing and sales base. So that the urban and rural, public and farmers, industrial manufacturing and agricultural production are closely link together. Based on the agricultural industry cluster, this paper studies the mechanism and the possible patterns of the county urban and rural development. And it takes Shouguang City in Shandong Province as a confirmatory study on the theoretical framework of this paper.First of all, there will be a fresh thinking to the connotation of urban-rural integration. Current researches on the urban and rural integration are to narrow the gap between them. They tend to use the index of residents income gap between urban and rural to measure the level of urban-rural integration. However, the observation and analysis find that the index can’t fully reflect the level and the development of urban-rural integration does not mean the disappearance of urban-rural gap. Thus, this paper argues that the urban-rural integration should reduce the income gap between urban and rural in a reasonable range and solve the problem of urban-rural division at the same time. Therefore, we should enhance economic and social contact between urban and rural and enhance self-development capacity in rural areas so as to promote rural production and lifestyle. This is the county’s priority to achieve integrated development of urban and rural areas.Secondly, this paper preliminarily constructs a theory framework of development of urban-rural integration in county based on the agricultural industry cluster, and carries on a thorough analysis on the mechanism that how the agricultural industry cluster promotes the development of county urban and rural integration. Agricultural industry cluster contains derived networks, cooperation networks, knowledge networks and markets networks. On the one hand, Network effect promotes rural industrialization development, carries out urbanization and changes production method and life style in rural areas; On the other hand, Network effect can extend the industrial chain of cluster and strengthen the urban and rural industry; In addition, cluster network provides a channel for talent, knowledge, capital, products and other kinds of elements so that thet can flow between urban and rural quickly.Thirdly, theoretical study shows that according to the labor dependence of industry cluster and whether it can form a long local industrial chain, there may be three possible development patterns, namely spatial fusion model, industry integration model and elements fusion model. Each pattern has its own focus. But there are no strict boundaries among them. All of them can eventually promote the integration of urban and rural. In theory, compared with spatial fusion model and industrial integration model, the elements fusion model has more advantages; At the same time, spatial fusion model and industrial integration model can also transform to elements fusion model under certain conditions.Fourthly, taking Shouguang City in Shandong province as an example, the paper analyzes the internal mechanism that Shouguang vegetable industry cluster promotes the development of urban-rural integration in Shouguang City within the theory framework built in this paper. Overall, the development of urban-rural integration in Shouguang tallies with the elements fusion model; From local, due to the intrinsic differences among all the villages and towns, there exists spatial fusion model, industry integration model and elements fusion model inside Shouguang at the same time.At the end of the article, combined with the theoretical discussion and empirical analysis, we summarize and put forward several measures to promote the development of urban-rural integration in county based on agricultural industry cluster, expecting to provide more scientific references for the current practice of the development of urban-rural integration in county...
