Human resource configuration, is the key and core of human resourcemanagement and development problems, and the government, enterprises andinstitutions, and the focus of common concern of all kinds of management personnelat all levels. Human resource to the extent of the role play, mainly depends on howwe organize the internal personnel configuration, the experts and scholars have paidmore attention to the enterprise internal staff collocating, staffing research of projectmanagement, in particular, for the theory and practice have higher practical value.Electric power industry in our country is in the booming era, power engineeringproject management, especially in power engineering project human resourcemanagement is facing opportunities, also ushered in the challenge, also requires us tostrengthen the power engineering project management, especially in human resourcemanagement research, to adapt to the new situation puts forward new requirements.Project staffing optimization, it is the key and core of human resource managementand development, human resources, material force effect degree of size, howeffective is depends on how well we optimize configuration. To optimizeconfiguration, make full use of the human resources, must improve for theimportance of human resource management, and apply human resource managementconcept to the actual work.According to the modern human resources management thoughts, this paperwith the instance of company S project staffing, win-win from staffing needs toimplement enterprise and employee’s perspective, based on relevant theories ofstaffing, tentative by different development periods for S company project staffingsituation analysis, find out the company S staffing problems, and proposes the improvement tentative plan. This thesis mainly do the following:First, the analysis in different growth stage of the company S staffing situation,using the green’s organizational growth stage model, the company S five-year projectconstruction period was divided into three stages, and expounds in detail the stagesof personnel configuration characteristics, and matches by the organization chart andjob schedule, analysis of different development stage of the project staffing plan.Second, analyze the company S current staffing issues. The author attempts towrite out the staffing of the deficiencies, including: department of division of labor,post Settings, people post does not match, wood and structural vacancies, staffmanagement, professional and technical levels limited, poor mobility, laboremployment and other issues.Third, try to put forward a solution to the problem. Put forwardcountermeasures for ten points, and I hope these suggestions for the future of thecompany S development, improvement and human resource system according to theneed to adjust staffing changes can have a positive role, also hope that thesesuggestions can be used for reference to same type company.
