| Special item plays an important role in the bio-industry as basic material Since the rapid development of the bio-industry, either the amount or the category of Special item import and export, has experienced a vigorous growth. According to the Beijing Entry-Exit Inspection and Quarantine Bureau, the amount of import special items has increased from2913batches to17000batches since2005, at an average annual growth rate of25%.With this rapid growth, higher requirements have been presented to the entry regulation. On the one hand, the increasingly fierce competition in Bio-industry need higher speed to get special items as raw material for the use of R&D, production, etc. On the other hand, the bioactivity of special items need to be kept in proper conditions and quickly been used before it dies or become inactivation. However, the efficiency of current regulatory process is far from the satisfactory all around, for its long period and humble environment. The period could even be120days long. Improving the efficiency of the entry regulation process and shortening the length of the period has been consensus of everyone.As a great part of special items is for medical use, its process is also quite typical. Along with the backgrounds mentioned above, analysis on improving the approval and inspection work process for the medical special item’s entry regulation is made in this paper, including problem analysis, suggestions and so on. Firstly, this paper analyses the background of its issue, and reviewed the literature on the entry regulation of special items, business process reengineering (BPR) etc. Secondly, related theory and method such as special items and its entry regulation, stochastic time petri net (STPN), BPR, etc. Thirdly, current situation of the entry regulation of special items is analyzed from the aspects of current mode, characteristic, specific process, and pilot policies etc. based on which, problems such as the period being too long, procedure being too complicated and outdated, having been failed in the practice of the pilot policies etc. According to those problems and the pilot policies, this paper proposes four optimum proposals such as optimum proposal based on informatization and the third-part-service, optimum proposal based on credit management, optimum proposal based on joint customs and entry-exit inspection, integrated optimum proposal, with methods of ESIA and related theory and experience. What’s more, performance analysis, evaluation and comparison are also made with STPN, enumeration and so on, result of which proves the validity and viability of the optimum proposals and lead us to the conclusion. At last, suggestions are made for the bureau and the importers accordingly. |
