Research On The Effectiveness Of Human Resources Training For Entry-exit Inspection And Quarantine Institutions In Special Supervision Areas

Shenyang bonded area Entry-Exit Inspection and Quarantine Bureau is established in the special customs supervision area which is the best area opening outside in northeast China. And it's also the youngest branch in Liaoning CIQ. With the trend of China's new normal economic development, Shenyang bonded area Entry Exit Inspection and Quarantine Bureau is facing the new challenges about reformation, opening up policy and complex international trade situation,and new transition has been occurred about inspection and quarantine work environment and management accompanied by human resource training.Staff ability about management and operation relates directly to public administration, law enforcement capacity and efficiency. In modern human resources management conception, the traditional way is far behind and no longer fulfill the requirement about CIQ's long term plan of the special customs supervision area, and also exploding the defects related to the utility of human resource training.This article analyzed and studied the Shenyang bonded area Entry Exit Inspection and Quarantine Bureau's assignment of human resources in order to solve it's problem of lacking utility.The theoretical research includes questionnaire, analytic introduction, document study and case analysis. Aimed to face the problems, it suggested that human resource training should give staffs pressure, structuring the plan of systematic human resource training, coordinating the safeguard of efficient human resource training, reforming the style of innovate human resource training and establishing the measure of evaluative human resource training so as to cultivate a professional and brilliant team.
