In recent years, China’s feed industry has been developing steadily. Along with the expansion of company capacity, and improvement in the automation level of production equipment, there are fewer and fewer front-line workers year after year in the feed industry; instead, there has been an increasing demand for professional managers, technicians and all-around technical managers. Hunan Zhenghong Group Corporation has been fully aware that facing the new round of growth opportunities, the company must have its core competitive advantages for its development. In addition to the core technology and the existing market, such advantages are mainly reflected by "talent"-the company needs stable talent resources.On the basis of an overview and analysis of the theories of backup talents development, competence model and talent evaluation approach, starting from the background introduction of Hunan Zhenghong Science and Technology Development Co., LTD ("Hunan Zhenghong Group Corporation") background, this essay takes the research approaches of literature review, investigation, interview and case analysis, based on the analysis of human resources management and personnel appointment in the company, and puts forward a proposal targeting at the echelon construction of backup middle management for the company and proposes a series of measures to guarantee the implementation of this proposal.The current management team of Hunan Zhenghong Group Corporation covers three levels, respectively, senior managers, middle managers(principal and deputy middle managers, middle professional technical managers), and junior management staff (including department directors and technical managers of branches and subsidiaries). There are many problems existing in backup talents development of middle managers, i.e. no strategic guidance for the management mode of backup talents, no career planning in the management system of backup talents, and no advanced human resource management approach in practice.This study proposes the objectives and structure of proposal design of backup talents development, put forward the proposal of backup talents development of middle managers of Hunan Zhenghong Group from the perspectives of selection, training, performance review and evaluation, appointment, tracking and incentive of backup talent resources, puts forward the daily management strategies and matching mechanisms of backup talents development of middle managers, and develops a talent biosphere appropriate for the development of Hunan Zhenghong Group Corporation.
