| With the implementation of China innovation-driven strategy, independentinnovation has become dominant factor impacting on the national and regionaleconomic development. The regional science and technology sharing platformhas become an important basic conditions to ensure regional innovation activities.In2004, the State Council promulgated the outline, which clear that science andtechnology sharing platform become the most important work in thetechnological development in order to guide science and technology sharingplatform development among the provinces, autonomous regions andmunicipalities. As a new form of economic and social organization, regionalscience and technology sharing platform played a major role to promotescientific and technological resource efficient allocation and utilization andenhance regional scientific and technological innovation strength. However, thedevelopment of local regional science and technology sharing platform has theproblems for a long time such as single service model, service innovationconsciousness faint and low operational efficiency, which have seriouslyhindered the regional science and technology sharing platform service function.Therefore designing service model and operation mechanism for regional scienceand technology sharing platform scientifically has important theoretical andpractical reference value for grasping the state of development platform, liftingplatform service levels and improving regional technological innovationcapability.Firstly, the paper conducted comprehensive review of academic researchresults about platform and service Innovation. On the basis of analyzing ofregional science and technology sharing platform services function and procedures, the article explained the service model innovation connotation andcharacteristics and summarized the service evolution process of regional scienceand technology sharing platform. Therewith the paper revealed service modeinnovation mechanism of regional science and technology sharing platform onthe basis of analyzing service model innovation influencing factors. Secondly,the paper designed resources dominant model, demand traction mode andIntelligence service mode based on revealing service mode innovationmechanism and put forward the suitable conditions about three service modesaround platform life cycle, platform functional localization and regionaleconomic development level. Thirdly, the paper improved the service modeoperation mechanism of regional science and technology sharing platform,including resources collection mechanism, demand solicitation mechanism,service docking mechanism and performance evaluation mechanism. At last, thepaper selected Heilongjiang Province Science and Technology sharing platformas empirical objects, analyzed its operation and service effectiveness, chose theappropriate service model and evaluated service performance from2010to2013.The purpose of this paper is mastering the level of development of regionalscience and technology sharing platform, and providing scientific methodssupport and decision reference for enhancing service performance, advancingconstruction pace, and making policy of regional science and technology sharingplatform. |
