With the advent of globalization and knowledge economy era, science andtechnology sharing platform has become a significant choice for countries tointegrate science and technology resources, promote industry key generictechnology research and industrialization, and meet the demands of scientific andtechnologic innovation business. Regional governments thinking about their owncharacters decide to develop the regional science and technology sharingplatform. What is more, as the complication and personalization of the scienceand technology demands, the general docking service function of regionalscience and technology sharing platform has been unable to meet the specificdemands of regional innovative business. Therefore, revealing the evolutionmechanism of regional science and technology sharing platform, cultivating theintegration service capability of regional science and technology sharing platform,promoting the synergy and efficient matching between the science andtechnology resources and innovation demands, and providing system integrationsolution for regional innovation business, have become the important mission ofregional science and technology sharing platform.According to the integration service process, the dissertation puts forwardthe formation of integration service capability, and reveals the evolutionmechanism of integration service capability of regional science and technologysharing platform based on the analysis of the connotation of regional science andtechnology sharing platform and its integration capability. Based on the analysisof the evolution mechanism, the dissertation designs three cultivation paths: theunilateral government guide path based on the traction effect, the bilateralintegration path based on the synergistic effect, the network development pathbased on the value network. And provide the three cultivation paths of the applicable conditions and selection methods. From demand integration, resourceintegration, match docking and service realize, building the index system ofintegration service capability of regional science and technology sharing platform,and using the analytic hierarchy process and technique for order preference bysimilarity to ideal solution to evaluate it. In the last section, the author choosesthe four sub-platforms of Heilongjiang science and technology sharing platformas an example, through analyzing the current development status and problems,evaluating each sub-platform with the given evaluation methods. According tothe evaluation results and the selection criteria of cultivation paths, determiningthe cultivation paths of each sub-platform integration capability, last but not theleast, the author gives some promotion tactics about the integration capability ofHeilongjiang science and technology sharing platform. |
