Behind the continuous development of regional innovation capabilities are the strong support of various technology service formats and service organizations.At present,the scientific and technological service formats such as research and development,technology transfer,business incubation and technology finance are booming,and the construction of the science and technology service industry cluster has made great achievements,providing strong support and a good environment for regional innovation capability improvement.The environment in which the science and technology service industry is concentrated is a complex system.The science and technology service organizations are concentrated in a specific field due to various environmental factors such as resources,systems,and technologies,forming a cluster of science and technology service industries.The development and evolution of regional innovation service systems formed by enterprises and institutions of higher learning,scientific research institutions,governments and other types of science and technology service enterprises through collaborative innovation and cooperation is a continuous dynamic process.This paper firstly analyzes the coupling mechanism of the clustering of science and technology service industry and the development of regional innovation capability.Based on the existing research,this paper constructs the coupling model of regional innovation service system and analyzes the coupling path of the cluster of technology service industry and the development of regional innovation capability.The coupling model of regional innovation service coupling system is constructed,and Jiangsu Province is taken as an example for empirical analysis.The effect of system elements on system operation targets reflects the coupling state of the system.Secondly,the cooperation of science and technology service industry and regional innovation capability is constructed.Based on the model solution,the three-party evolutionary game model is constructed to construct a coordinated operation mechanism of the running-in coordination period,the standard development period and the spiral rising period,and to study the role of local government departments,technology service providers and technology users in collaborative operation.The study draws the following conclusions: the three-year average growth rate of the total income of the science and technology service industry,the three-year average growth rate of the number of backbones of science and technology services,and the three-year average growth rate of the number of state-level technology business incubators are the weakening factors of the regional innovation service system coupling;The main factors affecting the coordinated operation are the excess income of the local government,the technology service provider and the technology users who are committed to enterprise innovation in the region,the excessive benefits of the government incentives,the active cooperation of the technology service providers and the active participation of the technology users.Only local government departments,technology users,and science and technology service organizations will actively cooperate.Local government departments will give full play to the guiding and promoting role,attract high-quality scientific and technological service organizations to gather in the region,and effectively strengthen regional technology service organizations and other innovative enterprises.Fully cooperate to enhance the competitiveness of the industry and promote the synergy of regional innovation capabilities.
