In recent years,China has vigorously promoted the construction of innovation system and economic service.The development of science and technology service industry has become an important measure to gather innovation elements and share technical resources.At the same time,digital economy,through technology and business model innovation,has brought a new driving force to traditional industry.In this context,the platform,as an organization and business model of efficient resource allocation,is leading to the transformation and innovation of traditional industries worldwide.Chinese government is also exploring and advocating platform model to optimize the allocation of technological resources and to innovate technology services.Many experts and scholars have studied the innovation and operation of service platform.However,due to the unique economic development situation and institutional environment in China,the mature research theories of technology platform are not fully applicable.Therefore,it is necessary to explore the new operation theory of technology platform in China in the new era.The evolution of service platform to service ecosystem is an important way to realize sustainable development.How to use scientific decision-making methods and theories to promote the evolution of these government-run technology platforms to multi-system symbiotic service ecosystem is an important issue for exploring the new theory of technology service in the new era for China's socialist construction.This paper,based on the evolutionary perspective,conducts an in-depth study on the innovation of sustainable business model of technology platform and the key operational decision in each stage,the main works and innovation points are as follows.Firstly,the innovation evolution path and influencing factors of sustainable business model for technology platform are studied.Through case studies,this paper explores the co-evolution between the business model,the dual innovation ability and the service model,as well as the influencing factors,and constructs the business model innovation framework.The results show that the business model,service model and ambidextrous capabilities all act on the evolution process of service ecosystem,and the dynamic matching of the three can accelerates the evolution to service ecosystem.Leadership role and network effect are two important environmental factors that affect the process of co-performance.Secondly,the service bundling decision of technology platform is studied.By constructing an optimization model,this paper analyzes the optimal bundling decision of two service products on the platform,discusses the influence of network effect and service chain connectivity on the optimal decision,and then discusses the optimal user expansion strategy of the technology platform under different conditions.It is found that when the connection coefficient of two service products is low and the platform provides bundling services with high network effect,the target of entering the new market and expanding the number of users can be achieved.Otherwise,the target of user expansion should be achieved by subsidizing users at the expense of platform profits.Thirdly,the resource matching decision on technology platform is studied.A network value evaluation method based on fuzzy multi-attribute decision making is proposed,and a platform-based resource matching decision method is presented.Finally,an example is given to verify the method is valid and practical.Fourthly,the performance investment and pricing decision of technology platform are studied.By constructing an optimization model to analyze the optimal performance investment decision of the platform,the optimal charging and subsidy strategies for platform users are discussed.The results show that the optimal investment of platform performance follows the single threshold strategy.When the marginal cost is less than the threshold,the optimal investment of platform performance is investing all available resources.When the marginal cost is greater than the threshold,the more favorable strategy is to reduce the investment.In addition,in order to maintain the balance of the service ecosystem,the platform sponsor will generally implement a subsidy strategy to the third-party service provider.However,when the network effect intensity of the platform users significantly exceeds the network effect intensity of the third-party service provider,the platform sponsor can adopt a charging strategy to the service provider,and the service provider is still willing to join the platform.
