Research On The Patent Early Warning Mechanism Of Strategic Emerging Enterprises

As the intensifying global competition, the various countries have taken thedevelopment of strategic emerging enterprises as the major strategic choice ofpromoting regional innovation ability and taking a new round of commandingheights of economic development. The technological innovation is the foundationof the development of strategic emerging enterprises. Grasping the core and keytechnologies and realizing the major technical breakthrough are the inevitablechoice of strategic emerging enterprises to participate in internationalcompetition in the market. With core patents, patent strategic layout has becomethe key of enhancing the core competitiveness of strategic emerging enterprises.Developed countries have started to conduct patent layout in the field of strategicemerging industries and attempt to have restrictions of technical innovation to ourcountry by constructing the patent barriers. Therefore, strategic emergingenterprises in China need to build a set of scientific patent risk early warningmechanism on the basis of systematic analysis of patent risk.Based on the analysis of risk management, risk early warning and patent riskearly warning research, the paper scientifically defines patent risk connotation ofstrategic emerging enterprises, analyzes the reason and influencing factors ofstrategic emerging enterprise patent risk, and gives strategic emerging enterprisepatent risk types. On this basis, the paper systematically designs the frameworkof the patent early warning mechanism of strategic emerging enterprisesaccording to the principle and the key content of patent risk early warning.Through the overall designing frame of patent risk identification mechanism ofstrategic emerging enterprises, the paper builds information retrieval mechanismof strategic emerging enterprises patent risk, designs patent risk informationanalysis mechanism, and uses the fault tree method to build the patent riskidentification model. Establish patent risk early warning and assessment mechanism of strategic emerging enterprises from four aspects, which are patentrisk early warning index system design, the evaluation model design, determinepatent alert degree and alarm limit of the risk early warning of the strategicemerging enterprise. Based on system analysis of patent strategic emergingenterprise risk early warning and response mechanism connotation and designideas, this paper designs patent risk early warning and responding mechanism ofstrategic emerging enterprise from the prevention, control, response and earlywarning plan library building of the patent risk. Finally, the paper conducts theempirical evaluation research through BYD, and gives implementrecommendations of patent risk early warning mechanism. The purpose of thisstudy is to provide theoretical support and decision-making reference toaccurately grasp the patent risk levels and development trend, and the strategicemerging enterprises to grasp the core and key technologies and conduct patentstrategy layout.
