Researches On Building Patent Early Warning System For Chinese New Energy Vehicle Enterprises

Reduce energy consumption become a challenge to countries in the world under the circumstance of environmental pollution and resource shortage.Productions that can reduce energy consumption appeared in each field.New energy vehicle can reduce the use of fossil fuel.Based on it's power difference new energy vehicle can be divided into three kinds.First Hybrid Electric Vehicle which can be moved by two kinds of power.Second type is Pure electric vehicle which storage battery is used to provide energy.The last kind is Fuel cell vehicles except water nothing was made during its driving which is environment friendly.New technology and material are important to vehicle industry.Holding key technology is important to developing new energy vehicle.The technology of New energy vehicle has not yet refined.Developed country has using patent layout to occupy new energy vehicle market which aimed at obstructing the development of our new energy vehicle enterprise.In order to deal with the challenge Patent Early Warning System for Chinese new energy vehicle enterprises is necessary.Based on the analysis of Risk Management theory,early warning Management and patent management theory divided the process of patent management was divided into four staged including creation,application,using,protection.Risk-factors were found out by analyzing the process.38 patent risk indexes were selected in order to created a three-rank index system.The system was used to evaluate patent risk.Analytic Hierarchy Process(AHP)was used to determine the index weight.Level of risk was confirmed though Fuzzy Comprehensive Evaluation Method.Chinese new energy vehicle enterprises can use the three-rank index system to confirm the level of patent risk and further steps will be taken based on the differences of risk sources and degree.Chery new energy vehicle was used to test the system.The research shows that the index weight of patent creation and use heavier than 0.3 belong to the key factors,risks of these two stages have great influence to the entirety patent risk.The result can provide useful information for new energy vehicle enterprises when making patent strategy.
