Research On The Patent Early Warning Mechanism Of Grain And Oil Industry Of Hunan Province

In the current era of knowledge economy,technology is developing faster and faster,and the cycle of knowledge renewal is shorter and shorter.Technology is playing an increasingly important role in promoting social development.The intellectual property system is an important guarantee to promote scientific and technological research and development and innovation,so as to transform technological advantages into economic benefits.In the outline of national intellectual property rights,it is proposed to build China into a country with a high level of intellectual property creation,protection and management.Patents are an integral part of the intellectual property system,in recent years,patent disputes happened frequently,and quickly spread to various industries,in the name of the patent technology barriers and technical action has seriously restricts the development of many enterprises and industries.Hunan province is a large grain and oil production province,but there are new problems such as low number of core patents,low innovation ability of science and technology,and lack of professional talents.Therefore,it is necessary to take full advantage of the development advantages of grain and oil industry to study the patent early warning of grain and oil industry,and to establish a patent early warning mechanism for hunan grain and oil industry.Based on the domestic and foreign patent early warning mechanism,agricultural intellectual property rights,grain and oil industry related research as the foundation,the use of ANP method of SWOT analysis of the current situation of hunan province grain and oil industry patents,clear industry advantages and opportunities,could the patent risk.Draw lessons from the theoretical basis of former research early warning mechanism,together with the present situation of hunan province grain and oil industry patents,make full use of the advantage conditions,constructing patent early warning mechanism,including organization structure,operation mode and system guarantee.Starting from the alarm situation of patent early warning of grain and oil industry in hunan province,a fuzzy comprehensive evaluation method is adopted to build a patent early warning degree evaluation system based on alarm source and warning indicator.Based on the special database information of hunan grain and oil industry,this paper analyzes the specific operation of the patent early-warning mechanism of hunan grain and oil industry based on the evaluation of patent early-warning alertness.Finally,the author puts forward some Suggestions on the actual operation of patent early-warning mechanism of grain and oil industry in hunan province.
