The Role Of Patent Management In The Enterprise Innovation In Chaoyang City

As the principal part of market, enterprise plays an important role in the research, application and commercialization of technology. Enterprise possesses the technology transfer ability that other research institutes don’t have. The patent administrative departments of the government strive for patent system to promote China’s economic development and enhance economic strength since China launched the patent system in1980s. As an important part of national economy, enterprise has always been a focus in the patent administrative department. The National Intellectual Property Strategy Compendium, which was published in2008, considers the patent as the main body explicitly, pointed out that we should strengthen the enterprises’abilities of creation, using, protection and management. But Chinese enterprises have low technology innovation level at present, gain profits still in the way of utilization of labor and natural resources, they are in the starting stage of using patent technology. However, the enterprises can be in an impregnable position in the future development only through technical innovation, as the market competition becoming more and more intense. The patent administrative departments of the government provide guidance for enterprise technology innovation and patent work, making the enterprise technology innovation go on wheels.Taking Chaoyang city for example, the author analyzes the effect of patent management on enterprises innovation, and propose the countermeasures based on the analysis. This thesis consists of five parts. Firstly, the author defines the keywords "Patent, Patent Management, Patent system, Technology innovation", designs the research based on the literature review, and summarize methods and contents. Secondly, we study the status of patent management, the external environment and internal environment of technology innovation, and the status of patent application authorization for the enterprises in Chaoyang, then summarize the problems existing in patent management and the enterprise technology innovation; Thirdly, from the process of enterprises technology innovation, find out the framework of patent management scheme in Chaoyang by referring to the domestic and foreign advanced patent management experience. In the fourth part, the author proposes countermeasures to promote enterprises technology innovation. Patent administrative department should focus on the internal personnel training and organization streamline. The government should provide technical support and R&D talents for enterprises, and combine the work of patent technology innovation with the work of patent application to promote the transition of patent technology and guide the patent management system. The final part is the conclusion and shortcomings of the research. The final purpose of the patent management department is to construct a complete patent management system and form a virtuous circle of mutual promotion between patent and enterprises technology innovation.
