Since China became the one member of the WTO, the Chinese postal industry has been undergoing profound changes, and the postal industry which gradually opened to the world is facing competitive pressures from the international and domestic on multi-parts, the China post company that are experiencing the institutional mechanisms transition phrase, they has not been yet completed the final transformation.Faced with complex internal and external environment, How does the China Post take advantage of it merit and overcome its disadvantages? How does it answer for the market challenges? What strategic measures should be take in the future? With increasing competition, China Post has an urgent need to develop a new business development strategy in the new social environment, and to seek re-positioning by facing the new future development.With using the strategy management theory, and taking the Ningxia Hui Autonomous Region Post company which is a division company of the China Post as an sample, the paper analyzed the internal and external business environment in systematic for the post company, summarized on the impact of the external environment under the new situation changes, and generalized the role of internal conditions and advantage resources on the stage of development, and then drafted the development strategy of Ningxia postal company, and formed the strategy target system, put forward some implementation strategy and control methods.This article is divided into six chapters:The first chapter is devoted to introduce the Ningxia Post Company; the second chapter is focus on stating the theory of strategy management of enterprises; the Chapter III is to analyze the external environment of the postal enterprises, and summarize the external opportunities and threats which the enterprises are facing; the Chapter IV then analyze the internal environment of the enterprise, and the same time to summarize the strengths and weaknesses of enterprise development; the fifth chapter is to expound how to make choice for the development and formulation of strategy; the sixth chapter is devoted to illustrate the implementation of the strategy and control methods.
