As the IT, smart planet and global economy get rapid developed, the virtual research and development team concept is born as the new organization method, and since then, it turns to be the main mode for the management and development of the research institution. There are great differences between the virtual research and development activities and the traditional research and development activities. The virtual research and development team has its own special flexibility and effectiveness as well as the general aspects of the traditional one.First, the present of the virtual research and development team is introduced in this paper. As the enabling technology and the market environment are developed rapidly, there is great room for virtual research and development team to expand.Second, the basic theory and the performance evaluation system are overviewed, analyze the competence model、information communication technology and performance evaluation model for the development of virtual team, based on which the future virtual research and development team is constructed.Finally, based on the data of SYZ Institute, the virtual research and development team model and performance evaluation rules for SYZ are desigened. The comparision between the virtual research and development team and the traditional management way is shown. The suitable management scheme to the Chinese institutes are proposed.
