The Study Of Farmland Hollowing Governance In Anhui Province Based On Farmland Power-Expansion

By comprehensive influence of development gap between urban and rural areas, unbalanced development between agricultural and non-agricultural industry and psychological change of farms, agricultural labor especially young labor has been pouring into the city and non-agricultural industry, resulting in low efficiency in farmland using because of none-farming or lack of management. This phenomenon is called farmland hollowing. There has been periodically four rounds of farmland hollowing in Anhui province since the1980s. It not only causes a waste of national land resources and a threat to national food security, but also lead to a series of social problems of grass-roots management, emotion, education and pensions of three keep personnel. The farmland hollowing and its governance has received more and more attention of experts and scholars.Farmland hollowing which involved in rural areas, agriculture and farmers is an important part of three rural issues. Its governance is the key to ensure the implementation of taking leading rising in central, coordinated development between urban and rural areas and promoting comprehensive construction of beautiful country. This study tries to study the problem of farmland hollowing governance from the perspective of land power-expansion, making deep analysis mainly from three aspects of system, organization and elements guarantee. So it’s of important theoretical and practical significance to study on farmland hollowing governance from the perspective of farmland power-expansion namely the circulation of land management right.This paper makes following study based on summarizing domestic and foreign scholars’abundant research findings. First of all, analyzing the evolution, causes and influence of farmland hollowing in Anhui Province. Secondly, pointing out that farmland power-expansion provides a scientific and feasible way for farmland hollowing governance respectively from system, organization and elements guarantee. Moreover, carrying out a statistical analysis on farmland hollowing and its governance situation of sample countries in south and north Anhui province according to the investigation based on the analysis of the governance models. Evaluating the efficiency of four modes by using entropy value method. And concluded that sub index scores of different modes efficiency in the same area of Anhui province are not the same, there are regional differences within modes efficiency in south and north Anhui province and lack of intermediary organizations involved in farmland circulation process. Finally, combining theoretical analysis and empirical research on the phenomenon of farmland hollowing and putting forward suggestions which fit the actual situation of farmland hollowing governance in Anhui Province from clearing land rights of farmers, establishing intermediary system of farmland circulation, improving the benefits distribution mechanism of farmland circulation, strengthening circulation service and management of the land and making classified development of land circulation modes.
