Beginning at the end of 2017,the state has clearly proposed to vigorously implement the rural revitalization strategy to promote the development of agricultural and rural farmers.To solve the "three rural" problem,the key lies in deepening reform and promoting agricultural modernization.However,the contradiction between the fragmentation of farmland and the development of agricultural modernization has become increasingly prominent.It is urgent to achieve a moderate scale operation through farmland transfer and promote the optimal allocation of farmland resources.Based on the perspective of property rights theory,in order to establish an effective farmland transfer market,it is necessary to clarify property rights and reduce transaction costs.In 2013,China proposed to complete the registration and certification of farmland contractual management rights(referred to as“farmland registration and certification")in five years.However,after farmland,farmers do not necessarily carry out farmland transfer.Then,what is the effect of farmland registration and certification on farmland transfer?Which behavior of farmland transfer has been mainly affected?What is the internal mechanism of farmland registration and certification affecting farmland transfer?Based on the premise of limited rationality,under the perspective that the farmland transfer market is emotional market and factor market,according to the integrated behavioral model and transaction cost theory,this paper has constructed the theoretical analysis model of " farmland registration and certification ? psychological cognition+transaction Cost?farmland transfer".Among them,the psychological cognition mechanism mainly draws on the integrated behavior model that key events affect the behavioral intentions and behaviors through behavioral attitudes,social norms and cognitive control.Then,using the field research data of farmers in Guangdong Province,from the two perspectives of farmland transfer-out and transfer-in,the corresponding quantitative analysis method has been used to empirically test the theoretical analysis model:Above all,use the factor analysis method to calculate common factor values for measurement items of farmland transfer attitude,social norms,cognitive control and transaction Cost.Then,use the propensity score matching method to analyze the direct effect of farmland registration and certification on farmland transfer.Afterward,use the intermediary test model to analyze the indirect effect of farmland registration and certification on farmland transfer.Finally,based on the results of theoretical and empirical analysis,this paper put forward reasonable policy recommendations to promote farmland transfer and build an orderly and efficient farmland transfer market.The main conclusions of this paper are as follows:First,among the composition factors of transfer attitude,the transfer income evaluation and survival development guarantee have greatest weight.Among the composition factors of transfer social norms,the influence of villagers and village collectives is greater.Farmland transfer has a certain degree of "constrained psychology"and village collective orientation.Among the influencing factors of cognitive control,the degree of freedom of transfer decision-making,transfer opportunity has greater weight.Among the composition factors of transaction costs,the transfer time,difficulty has the greater weight.Second,farmland registration and certification has a significant positive impact on farmland transfer.From the perspective of farmland transfer-out,farmland registration and certification has significant positive effects on whether farmland is transferred out,the transfer-out area,transfer-out annual rent-out rate,contract form,and transfer-out period,but has no effect on the transfer-out counterpart,which mainly because the rural area is an"acquaintance society" and the cost of trading with relatives and friends is lower.From the perspective of farmland transfer-in,farmland registration and certification has significant positive effects on the transfer-in area,transfer-in annual rent rate,contract form,ttransfer-in counterpart and transfer-in period,but has no effect on whether farmland is transferred in,which mainly because after farmland registration and certification,farmers who do not have comparative advantages in agricultural production or agricultural production risk avoidance will generally not transfer-in farmland,and the farmland transfer-in shows the characteristics of farmers centralized and the expansion of the transfer area of each household.Third,farmland registration and certification has a significant positive impact on farmland transfer through psychological cognition and transaction cost mechanism.Farmland registration and certification has significant positive effects on whether the farmer's farmland is transferred and the transfer area,through three psychological cognition mechanisms which are the transfer attitude,transfer subjective norms,and transfer cognitive control.Farmland registration and certification has significant positive effects on whether the farmland is transferred out through transaction costs,but has no effect on whether the farmland is transferred in,which mainly because of the low rate of return on agricultural production and operation,and the centralized of farmland transfer-in.Among them,the transmission effect of transfer attitude is biggest,and the transaction cost is least.It can be seen that farmland registration and certification has a positive effect on farmland transfer mainly through the transfer attitude.Fourth,farmland cegistration and certification has affected farmland transfer throug the psychological cognition mechanism and the transaction cost mechanism,and the two mechanisms have an interactive effect.After farmland cegistration and certification,the reduction of transaction costs have increased the enthusiasm of farmland transfer-out attitude,enhance the influence of social norms,and strengthen the cognitive control of farmland transfer-out,thereby promoting the transfer-out of farmland.Fifth,farmland registration and certification has made farmland transfer attitude more positive,and promote farmland transfer,which mediating effect is even greater than the combined effect.Farmland registration and certification is conducive to create a good social environment for farmland transfer.Farmers have a certain "constrained psychology",which is beneficial to the government and the village collectives to promote the optimal allocation of farmland with the comparative advantage of farmers,and have a positive impact on the farmland transfer.Farmland registration and certification effectively improve the opportunities and capabilities of farmland transfer,thereby improving the level of transfer cognitive control and having a positive impact on the farmland transfer.Farmland registration and certification has cleared property rights,made the information of both the supply and demand sides more symmetrical,reduced the circulation time and the difficulty of farmland transfer,thereby reducing transaction costs and promoting farmland transfer.
