Game Research Based On The Stakeholders In The Exploitation Of Mineral Resources

Mineral resources are indispensable important raw materials to China’s economicand social development, and it is also the basic material foundation of people’sproduction and life. The development of the mining industry and its associatedindustries not only greatly support the development of industrialization andurbanization in China, but also change the economic development and the pattern oflife in resources of the location. But at the same time, with the development of marketeconomy, there are many disharmonious phenomena’s in the exploitation of mineralresources, especially great contradictions and conflicts in resource exploitation,distribution of benefits and the protection of the ecological environment among thestakeholders owing to inconsistent benefits and goals. They not only interfere thenormal order of mineral resources development in China, but also expose ourimperfect mineral resources distribution of benefits system and its supporting legalsystem.In view of the stakeholder theory and game theory, this article studies the currentsituation of the benefit distribution when mining resources, analysis the interestrelationship among the central government, local government, mining enterprises andmining area residents, identify the specific causes of the conflict. This article uses theprinciple and method of the game theory to construct game models among two levelsof government, mining enterprises, local government and mining area residents,obtaining the game equilibrium.In order to make the results more realistic and credible, this article takes Anningferrotitanium Limited by Share Ltd as an example, standing in the angle of miningenterprises to analyze the benefits of the game among enterprises and its stakeholders.Using the relevant practical experiences from domestic and abroad, based on theprevious analysis, this article put forward some reform recommendations on thebenefits distribution system of China’s mineral resources targeted. If the governmentcoordinate and balance the economic benefits relationship of stakeholders in mineralresources development can the rational development and utilization of mineral resources, can ensure continuous, healthy development of China’s mining industryand safeguard social fairness and justice.
