However, due to the uneven distribution of benefits the social contradictions caused more and more serious, How to improve the development of mineral resources the benefit sharing mechanism, handle the contradictions and conflicts between the various stakeholders, to achieve the harmonious development of mining area of society, has become an urgent problem to solve. In the process of mineral resource exploitation inevitably involves the mining cost problem, sometimes mining enterprises in the pursuit of maximum profits, to take all measures taken from the peasants rights and interests of the country and area, to avoid causing mineral development in the environmental pollution and ecological damage, liability, the enterprise development resources resulting from pollution, the state owners’equity is not be fully realized, the enterprise benefit to obtain the enhancement, the interests of farmers is weakened, resulting in low efficiency of mining town long.In this paper, sharing in the domestic and foreign mineral resources development benefit based on literature review, the Scientific Outlook on Development, stakeholders, sustainable development, capital overflow, the interests of the game theory analysis, analysis of the central government, local government, mining enterprises and mining area farmers subject system of mineral resources in our country the development of shared interests, carry on the key analysis to current our country mineral development interests realization form, taking Shandong Province as an example, to focus on the description of the actual situation of our country mineral resources development and benefit sharing, clear between central government, local government, mining enterprises and mining area farmer interest distribution situation, points out the state owners’equity are the interests of the exploitation of mineral resources sharing in China has not obtained a number of interests fully realized, mining enterprises occupy the national interests of the owner of mining area, farmers not to the reasonable protection and other issues.This paper believes that, to improve China’s mineral resources development and benefit sharing mechanism, according to the national interests of the owner of mineral resources, protection to encourage mining enterprises to take the road of sustainable development, protection of mining area residents related rights and interests principle, perfect mineral resource sharing the benefits of law and system, fully implement the responsibility system of mining enterprises, the establishment of ecological compensation area based on the cost accounting system, provide preferential measures to encourage the mining construction, encourage the mining area residents to non mineral resources in mining enterprises, and effectively resolve the problem of conflict of interest resources development, to resource development profits in the development of mineral resources, implementation of the central government, local government, mining enterprises and mining area farmer interest coordination development fundamentally.
