Coordination Mechanism Assigned Based On Game Analysis In The Development Of Mineral Resources In Yunnan Interests

Yunnan is known as the “kingdom of non-ferrous metal”, which is rich ofmineral resources. Mining industry is a pillar industry of Yunnan that promoteseconomic development, but an increasing obvious society problem has been to showthat the local residents become more and more poverty. The phenomenon of the "NaturalResources Curse" was presented. The mainly reason is the uneven distribution ofbenefits.To more understand about the situation of development of mineral resources andthe benefits distribution on the development of mineral resources, this article selecttypical multiple mining area in Yunnan to conduct the research. The observation ofthe surrounding environment of mine and the visit to the mining area residents makethe problems more clearly, and then it was discussed further why this happened. Theresearch was done for profit-oriented and behavioral aim of stakeholders on mineralresources exploitation. The paper analysis the relationship between the variousstakeholders behavior based on the game theory and method. Combining with thedescription of interest demand, a game theory model of mining enterprises,government and mining area residents was established. The framework of thecoordination mechanism was built on mineral resources exploitation.At last, the framework of the distribution of benefits coordination mechanismwas made up of nine mechanisms, including guiding mechanism, expressionmechanism, compensation mechanism, distribution mechanism, adjustmentmechanism, adjusting mechanism, restraint mechanism, excitation mechanism,supervision mechanism. A plan of interest distribution pattern with Shapley value wasmade by a case trial calculation of Kunyang Phosphate Mine which has beensurveyed.Besides that, in order to ensure the effective implementation of the coordinationmechanism and to meet the shortfall, three suggestions were proposed. First of all, it should clear the idea of development of mineral resource, and solve the problems ofunsustainable resources fundamentally, and the distribution lean to mining arearesidents appropriately. What’s more, in order to realize the coordination mechanismand to relieve the contradictions, compensation system and compensation standard ofland expropriation should be further improved. Last but not least, it is necessary toperfect system of related mineral resource law to achieve a reasonable distribution ofbenefits aim. And legal status of stakeholders and standards and proportion of interestdistribution are obliged to clear as quickly as possible.
