The mineral resources are increasingly scarce with the sustainable and stabledevelopment of the national economic and social. There are many difficult problemswaiting for solution in our country, in exploitation and utilization of non-renewablemineral resources such as oil, iron ore, rare earth metal and coal. One of the fundamentalproblems is how to exploit the mineral resources reasonably and orderly. And the key ofthe problem is to reveal the evolution mechanism which can guide the mineral resourcesexploitation orderly rather than chaotically.Begin with the essence connotation of the orderly, from the system continuousevolution perspective, this paper studied the dynamic relationship between theinstitutional changes and the orderly exploit of mineral resources, and depicted theorderly exploitation evolution mechanism of mineral resources. The research contentinvolves multiple subject systems, including resource economics, systematic, newinstitutional economics, econometrics, information science and so on. Series ofqualitative and quantitative research methods, such as logical deduction, standarddemonstration, multiple attribute comprehensive measures, multivariate statisticalmethod, econometric model and state space model, contributed to this research.The optimal resource mining sequence theory, system evolution theory, Incentivemechanism and institutional changes constituted the basic theory of this paper. Thanks tothis, from the perspective of system theory, the inner connection of order evolutionbetween institution and the system was analyzed. One important conception calledordered space was put forward. And a theoretical frame of state space process betweeninstitution and order was structured firstly. Secondly, around the internal logic ofinstitutional change, this paper proposed using system stock changes to reflect thechanges of system, and deduced the relationship between system stock and systemknowledge stock, and then set up the mathematical model of the system accumulatedstock, and creatively present a new method that using science and technology literatureindexes to measure the system knowledge stock. Thirdly, the essential connotation oforder resource exploiting was interpreted from the state, industry and enterprise threelevels and two dimensions like time and space. Through analysis of the system structureof mineral resources development, indicators to measure the degree of mineral resourcesexploitation order were found by means of multiple attribute comprehensive measuring.Next SSP was taken to analysis the process mechanism that owned by evolution of mineral resources orderly exploitation state and system structure. These works havemade important contributions to find the way and method to build the state space modelfor order evolution mechanism of mineral resources exploitation. Finally, the coalexploitation state in our country was taken as an example to test the new model. In thiscase, real sample datum during1992-2010was considered. The new method and modelwere applied to quantitative analysis the system change process of coal exploitation, andmeasured the degree of coal development order on levels of resources, economic,environmental, social, space and time. A state space model of coal resourcesdevelopment order evolution was built and used to dynamic predicts the order stateevolution. The order evolution mechanism of coal exploitation in China was sought bythe usage of impulse response and step response. In the end, some suggestions areproposed to promote coal resources orderly development in China. |
