With the acceleration of economic globalization, especially after joining the world trade organization, the number of foreign pharmaceutical enterprises in China is increasing. The competition of talent is getting more and more intense between the foreign enterprises the state-owned medicine enterprise. While the competition among pharmaceutical enterprises has turned to the field of knowledge and technology, this competition is essentially the competition of talents. Human resource management of pharmaceutical enterprises is the foundation of all the competitive advantages. For domestic pharmaceutical enterprises, how to seize opportunity, meet a challenge, or occupy position in the international competition, has become an important task related to China’s pharmaceutical industry development. In such situation, how the state-owned medicine enterprise change their short to be an advantage is worthy of attention.The state-owned medicine enterprise is facing a major issue that how to planned to conduct internal training, and how to combine the training system with organization strategy for the development. With that thought, they can make a better competitiveness of talent and a better retain talent. By analyzing and learning the domestic and foreign outstanding literatures, this article hopes to got a correct understanding of the relation of enterprise strategy and human resource. And combine enterprise strategy, human resources management strategy and training into an organic unity. Based pharmaceutical enterprise training work status and problems, the article raise the proposed solutions and the suggestion of establishing an training management system. Recommendations for promoting the training results into the transformation of the relevant measures are also obtained. With which the enterprise can achieve the strategic goals, and materialize a long-term, healthy, and stable development.
