The Study Of The Indemnificatory Apartments Project Post-Evaluation Process And Application

The indemnificatory apartment project has been wildly concerned as a major policy to improve the public housing condition. However, because most of the projects are only focus on the construction, the project management issues are ignored. The research of the indemnificatory apartments project post-evaluation is aimed at evaluating the whole process of project execution which includes constriction, management and achievement. According to the systematical evaluation, the users are able to determine the gap between the project plan and the actual results, analysis the cause of bias, summarize the experience, develop practical strategy by effective feedback and finally improve the future project decision making and execution process.Firstly, based on the studies of the contents and characters of the indemnificatory apartment project post-evaluation, project life cycle theory, costs-benefits theory, control&feedback theory and agency theory were applied as basic theory and research tools. Secondly, a suitable index evaluation system for indemnificatory apartment project was constructed, focusing on four main aspects:economic efficiency, livable environment, social benefit and process management. According to the critical analysis and comparing on the four popular evaluation methods(logical framework approach, degree success evaluation, contrast method and fuzzy comprehensive evaluation) and three major weighting methods(Delphi method, improved analytic hierarchy process, entropy value method), the article designed a new evaluation model by combined fuzzy comprehensive evaluation and improved analytic hierarchy process. At the same time, the compatible process was developed. Finally, the model was applied to the real indemnificatory apartment project cases and expected results was achieved.Through the case study, it has been proved the evaluation model significantly improved the objectivity and accuracy of the calculation result. Moreover it has provided a brand new approach to evaluate the indemnificatory apartment project and the relevant real estate projects.
