Indemnificatory apartment is the housing which has limited standards, limit price or rental, and it is provided by the government for the low-income families. It is including low-rent housing, affordable housing, price-fixed housing and public rental housing. Our government tries to increase the construction of the indemnificatory apartments in order to improve the conditions of people's living, and promote the real estate market to develop healthy and stable at the same time.Although the construction of indemnificatory apartment achieved good results in our country, but it still exist many problems. The main reason of those problems is the absence of effective assessment of the construction of indemnificatory apartments. In the real estate industry, the assessment of the construction relies more on experience and intuition. The theory of value engineering has great application value in the designing phase and cost controlling and improvements factors.This thesis will apply assessment of indemnificatory apartment with the theory of value engineering, and provide the basis and advice for the problems of project designing, cost controlling, financing in the indemnificatory apartment constructions. Through the practical project, we use a variety of qualitative and quantitative methods, and get the valid conclusions and solution. The housing owner could use the lowest cost to get the necessary living functions, and at the same time we could avoid unnecessary waste of the resources, in order to maximize the benefits of the whole society.This thesis is divided into five main parts:The first part introduces the background of this thesis and the studies of value engineering throughout the world.The second part describes the definition, characteristics and evaluation methods of value engineering.The third part of the thesis introduces history and current status of indemnificatory apartment, and describes the necessity, feasibility and steps of using value engineering method to assessment the indemnificatory apartment projects.The fourth part is the application of this section, we evaluate the real project of indemnificatory apartment specifically with value engineering project evaluation methods, and draw conclusions and improving programs. Part V is the conclusion and outlook. According to the status of the third part andthe fourth part, the thesis finds the main problems of the current indemnificatory apartment construction projects and proposes the suggestions and recommendations of those problems.
