Study On The Economic Efficiency Of Poyang Lake Ecological Economic Zone And Its Influence Factors

According to the strategic objectives of The planning of Poyang Lake EcologicalEconomic Zone, which aim to construct the Poyang Lake Ecological Economic Zonein Jiangxi Province as a “World-class Demonstration Area of Eco-economicallyCoordinated Development”, the planning requires that the social economicdevelopment of this area should be an intensive model of economic development byway of improving economic efficiency. As to how to improve the economicefficiency, we must understand the level of regional economic efficiency in order totake appropriate measures to improve the efficiency of regional economic. Therefore,this paper analyzes the selected relevant economic data of2006-2010in order to makean empirical analysis of the efficiency of regional economic trends. Based on theempirical research conclusion, this thesis puts forward concrete suggestions toimprove the level of economic efficiency.This paper mainly focuses on the following three issues: Firstly, in horizontaldirection, do the annual relative difference of economic efficiency of Pohu areas andthe county-level units under the jurisdiction show convergence or divergence?Secondly, in the longitudinal direction, how is the trend of the economic effectivenessof Pohu region and the county-level units under the jurisdiction from2006to2010?Thirdly, what are the factors that impact Pohu economic efficiency? And how abouttheir respective degrees of influence?To begin with, this paper reviews previous researches, mainly compiling andsummarizing the analyses of the factors of efficiency theory and its influencingfactors. And then uses the Data Envelopment Analysis (DEA) to analyze theeconomic efficiency changes of Pohu region, specifically, adopting the BCC model toanalyze the relative differences in economic efficiency and adoptingthe DEA-Malmquist Index Model to study the dynamic changes in the economicefficiency; besides, makes assumptions of the factors that affect economic efficiencyand to perform validation studies on the impact factor of the economic efficiency viaregression analysis. Finally, according to the empirical results, this paper puts forwardsome countermeasures and suggestions for how to improve the economic efficiencyof the Pohu region. The main conclusions of this paper are as follows: although the level of economicefficiency in Pohu region between2006and2010is not high on the whole, its movingto the best.For the economic effectiveness of its31administrative units, only JiujiangCity and Nanchang City are DEA effective in this five years, other regions arefluctuating.The relative differences in efficiency levels between regions have aconvergent feature. The overall economic efficiency has show a dynamic fluctuatedtrend during2006and2010.For the31county-level units, levels of economicefficiency in most areas has improved in a certain characteristics of the changes ineconomic efficiency did not form a unified model and differ due to the differenttrends of specific areas. Based on the regression analysis of economic efficiencyfactors, factors like industrial structure, financial development, practitionersproportion and opening up policy, etc, have a significant impact on regional economicefficiency. Therefore, to improve regional efficiency level, the government shouldwork hard on these four aspects: the optimization and upgrading of industrial structure,the personnel training and introduction, the deepening financial as well as improvingthe level of opening up.It is a major innovation of this paper to make a research, by using themeasurement empirical analysis, of the economic efficiency in Pohu region in bothvertical and horizontal aspects. However, due to the non-accessibility of the data ofsome years, the empirical analysis of a period of only five years will have someimpacts on the conclusion of thescientific nature of the study. This is the mainshortcomings of this article.
