At present, the regional development presents a diversified trend in our country,building an energy-efficient and environment-friendly society is becoming our commongoal by transforming the development patterns and pushing forward the development ofindustrial ecology with regard to the increasingly severe resource shortage andecological environmental problems. The Poyang Lake Ecological Economic Zone Planhas been approved by the State Council in the last month of2009with ecology as itscharacteristic and development as its core, aimed to find a way of sustainabledevelopment by coordinating the balance between economy and ecology. As a nationalstrategy for regional development, there will be a crucial period of speeding up thetransformation and upgrading of industry, as well as accelerating industrialization andurbanization of Poyang Lake Ecological Economic Zone in the near future. The authorwho has long been engaged in the construction of Poyang Lake Ecological EconomicZone and has some understanding of the coordinated development of ecology andeconomy, expect to put forward a series of valuable suggestions through to thequantitative and qualitative analysis of industrial ecology, Industrial Ecology refers tointegrate industrial activities which are regarded as main content of material productionprocess into the ecosystem cycle, and to put the consumption of natural resource and theimpact on the environment into the total exchange process of the material energy ofecosystem in order to realize the virtuous circle and sustainable development ofindustrial economy and ecosystem. Under such circumstances, industrial ecologyconstruction in essence is an important means to transformand upgrade the industry,thus it has a very important significance to construct an index system and method forthe efficiency evaluation on industrial ecology, to quantitatively evaluate the industrialecology standard,to analyze the existing major questions and to accelerate thetheoretical research and practice of industry transformation and upgrading.Industrial Ecology is not only a kind of industrial development model, but also akind of technological paradigm, in which exists such matters as operating efficiency ofindustrial ecology, allocation of resources and technical efficiency. Efficiency is animportant index to measure the economic development level and quality, and no matterin which sense of efficiency concept, the final index is always input-output relation.Based on the basic theoretical analysis as well as the brief introduction and industrialdevelopment status of Poyang Lake Ecological Economic Zone, this dissertation designs the index system of the efficiency evaluation for input-output of industrialecology, introduces BBC model, calculates the operating conditions of CRSTE, VRSTEand SE of Poyang Lake Ecological Economic Zone in2009and2010respectively. Theresult shows that the regions with high CRSTE are concentrated in the areas around thePoyang Lake, especially those areas along the lake shore for a long distance such asNanchang City and Poyang County, and some regions around the lake in Jiujiang City.From the viewpoint of these two years’ correlation data, after two years construction ofPoyang Lake Ecological Economic Zone, the radiation effect was gradually revealedwith6more counties (cities or districts) whose value of CRSTE are greater than1,many areas also have different levels of CRSTE value increasing. From the viewpointof changes in average value from2009to2010, the CRSTE in Poyang Lake EcologicalEconomic Zone was raised greatly, while the VRSTE and SE also raised compared withthe year before, but the Total Factor Productivity and the Technical Change were lowerthan previous year. Compared with the national average level, CRSTE, VRSTE and SEof Poyang Lake Ecological Economic Zone in2009were lower than that, but insteadsurpassed the national average level in2010. After that, this dissertation uses CCRmodel of Input-oriented and Output-oriented for efficiency improvement analysis, theresult shows that during the development process of industrial ecology of Poyang LakeEcological Economic Zone, there is a certain amount of redundancy in fixed-assetinvestment, quantity of employment, consumption of comprehensive energy and totalquantity of water use, extensive utilization of energy factor seems especially prominent.There is a certain amount of shortage of desirable outputs from added value of PrimaryIndustry, Secondary Industry and Tertiary Industry and multipurpose utilization rate ofsolid waste, which accounts for nearly50%of the total number of samples. Besides thecounties (cities or districts) which are at the efficiency frontier, many counties (cities ordistricts) of the rest have a considerable amount of redundancy of the undesirableoutputs from waste water, SO2and smoke emissions.The core of industrial ecology is to build a reasonable and ecological industrysystem, it will be truly achieved on the basis of the principles of ecology and economicsby using the method of systemic engineering to transform the production and operationmanagement mode of traditional industry in order to reach the goals of decreasingenvironmental pollution, recycling waste, utilizing resources in a highly effective way,and maximizing social economic benefit. This dissertation also does analyticalinvestigation on the path of industrial ecology. The author considers it should break through from the following two aspects: one from traditional industrial lineardevelopment mode to industrial ecological symbiotic system, the other from linearindustry to circular industry. It can be discovered by analyzing the experiences ofdomestic and abroad industrial ecology that regional industry needs to satisfy somecharacteristics of industrial ecology:(1) Regional industrial chain must be theoreticallyformed into closed loop;(2) Provides an ecological cycle chain of mutual cooperationand interaction between industries as well as inner enterprises of each industry;(3)Provides the micro carriers of industrial ecology such as eco-industrial park,eco-agriculture demonstration base, ecotourism product or other modes;(4) Waste fromindustries can be comprehensively used;(5) Provides guarantee with relativelyadvanced science and technology support. Comparing the industrial development statusof Poyang Lake Ecological Economic Zone and the efficiency analysis result ofindustrial ecology with these characteristics above, it can be found that there are someproblems of establishing industrial ecological symbiotic system and carrying forwardcircular industry construction in this region, mainly including that most of the industrialdevelopment of Poyang Lake Ecological Economic Zone are based on extensivedevelopment, industrial ecological chain isn’t completely formed, serious industrialpollution of the “three kinds of wastes”,and low waste recycling utilization efficiency.To address these concerns, the author considers that the industrial ecologicalconstruction of Poyang Lake Ecological Economic Zone must be closely integrated withthe "two zones and one belt" detailed implementation plan(core conservation zone ofPoyang Lake, lakefront belt of control development and high-efficient intensivedevelopment zone), based on the functional orientation and characteristic of each region,combined with the current difficulties, utilizing the regional resource advantage andindustrial comparative advantage with a purpose to construct a developmental pattern ofindustrial ecology with a regional characteristics. Namely, ecological fishery andecotourism can be moderately developed in core conservation zone of Poyang Lake;Circular industry would be prioritized in lakefront belt of control development;High-efficient intensive development zone will focus on establishing industrialecological symbiotic system. Among which high efficient intensive development zoneacts as the key zone for industrial development, in the process of industrial ecologicalsymbiotic system establishment, the new virtual transformative eco-industry parkconstruction must be advanced as a key in industrial ecological symbiotic system;Eco-agriculture development mode should be designed respectively for the characteristics of advantage industrial area, binary advantage industrial area and unitaryadvantage industrial area; Modern service industry should give prominence to thedevelopment of ecotourism, environmental protection industry and modern logisticsindustry.Once the path of industrial ecology development is confirmed, a scientific efficientguarantee system should be established in order to push it forward. Combining with theefficiency level of industrial ecology of Poyang Lake Ecological Economic Zone andthe propulsive path, this dissertation creatively offers proposals and suggestions in manyaspects including market system, policy system, legal system, scientific and technicalinnovation system, administration system, supervision and evaluation system,ecological protection system and public opinion support system. Among which marketsystem is consisted of ecological taxation mechanism, diversified investment andfinancing mechanism, industrial integration mechanism, emission trading mechanism,price differentiation mechanism; Policy system is made up of defining the key point ofindustry, eco-compensation policy, financial support policy, preferential tax policy andfinancial investment policy; Legal system is composed of legislation system and lawenforcement system; Scientific and technical innovation system is comprised ofindependent innovation mechanism, university-industry collaboration mechanism, talenttraining mechanism, public service platforms of science and technology; Administrationsystem is built up with high-level coordination mechanism, regional coordinationmechanism, achievement evaluation mechanism; Supervision and evaluation system isformed of statistics evaluation system, supervisory and management mechanism;Ecological protection system is constituted of monitoring and early warning mechanism,ecological accounting mechanism and environmental information disclosure mechanism;Public opinion support system is consisted of forming industrial ecological developmentconsciousness, advocating green life and green consumption and making greenprocurement institution, etc.
