In recent years, as the drug safety incidents occur frequently, drugsafety issues became the focus and hot issues of attention of the whole society.And traditional medicines in China of which let the public trust originally,traditional Chinese medicine has been exposed many security incidents:Longdan Xiegan Wan, sulphur fumigation of Chinese wolfberry, Vitamin C Yinqiaotablets containing toxic events and so on. These events reflect: in the processof traditional Chinese medicine (TCM) from the source of planting (or breeding)circulation to the use of consumers, there are different security risk, thatneed relevant government departments to supervise effectively, to ensure thesafety of traditional Chinese medicine in the circulation link. Though, thestate is paying more and more attention to the problem of the safety oftraditional Chinese medicine in the circulation link, and in the drug safety"twelfth five-year" plan offered to medicine circulation regulation strictly,improve the medicine circulation system, standardize the distribution order,to ensure drug safety. But because there are some loopholes and defects inthe whole traditional Chinese medicine safety supervision network, coupledwith the diversity of circulation channels and ways that were brought by rapiddevelopment of traditional Chinese medicine circulation industry, theseinternal and external factors make the difficulty of circulation of thetraditional Chinese medicine safety regulation is more and more big, the costis higher and higher. Therefore, how to better carry out the work of safetysupervision about circulation of Chinese traditional medicine, play a regulatory effect, ensure the safety of traditional Chinese medicine incirculation link, is an important problem worthy of study and discuss indetail.In this paper, from the economics and management of information asymmetrytheory, regulation theory and related theory, using literature study,interview research, theoretical research combined with empirical analysismethod, etc, around the circulation of traditional Chinese medicine safetyand regulatory status quo carried out detailed analysis and study, combinedwith the typical events in recent years over the safety of traditional Chinesemedicine (TCM) in the corresponding case analysis, and on the basis of aboveresearch, proposed how to carry on the effective security of traditionalChinese medicines for circulation regulation of specific countermeasures andmeasures.
