There is no competition without implementation capacity. As important industry of national economy construction and development, electric grid enterprises play an important role in economy and people’s living; their development is directly related to the construction of our country’s infrastructure which is beneficial to the people’s livelihood, and the construction of a harmonious socialist society. In recent years, the electricity market competition is increasingly fierce with the deepening of the reform of electric power enterprise, the managers of the electric power enterprise made active exploration and practice to enhance the core competitiveness and the constructing of the implementation culture of the enterprises. While many problems arise in the reform process, such as problems of the enterprise culture construction and supervision mechanism, unreasonable execution procedure etc. As the backbone of corporate strategy formulation and implementation, middle-level managers play a connecting role whose executive efficiency largely determines the strength of the enterprise executive force, therefore it’s meaningful and valuable to research how to promote middle-level managers’ executive capacity.This paper introduces the connotation and the support system of executive power and describes the management foundation of execution through three aspects, i.e., individual ability difference, leadership theory, incentive theory, on the basis of domestic and international theories of executive power. In general, the middle-level managers’ executive capacity in Z electric power grid enterprise is in good condition in basis of through investigation and analysis of their execution power and its influencing factors have done. There are still many problems existing, for instance, the executive culture are not strong enough, imperfect performance assessment and motivate mechanism, the middle-level managers are still ambiguous understanding on the enterprise strategic change and they are also lack of the management skills of communication arts.Concerning the problems above, from two aspects of which enterprises and individuals this paper puts forward the improvement measures to improve the middle-level managers’ executive capacity of Z electric power grid enterprise, which is "one atmosphere, two education, three capability training". The "one atmosphere" is the guarantee to promote middle-level managers’ execution capacity which refers to create a better execution environment including the building of executive culture, perfect motivate mechanism."two education" are the foundation of improving the executive power of middle-level managers which means the strategies’publicizing and implementing of State Grid Corporation and the education of viewpoint on the outlook on life and values. The "three capability training" is the key to enhance the execution power of the middle-level managers, which refers to the training of target management capability, communication and coordination capability and thought leadership.
