Leading the transaction and production of the electrical power, electrical power industry plays an irreplaceable role in other fields of industries and people’s daily life with its impact on the foundation and security of them. The grid enterprises as an important part of electrical power industry, characterize with state-controlled, technology and fund concentrated, and special in production, and absolutely monopolized as well.Electrical power industry is under the reform, aiming at moderately breaking the monopoly, competing effectively, improving production efficiency, and reducing the enterprise cost. In2002, it divides into the operation of power generating, grid and subsidiary business. STATE GRID Corporation of China is the biggest electrical power enterprise, and the power company in A district is a subsidiary company of it, which is a county-level one. Performance management is found fundamental to the enhancement of enterprise competition, and performance appraisal is the most important in the performance management. And the performance appraisal system of middle managers, who are backbones of enterprises, becomes a touchstone for the performance appraisal of enterprises. Based on that, the power company in A district decided to take the performance appraisal system of middle manager as an experimental unit to refactor its performance appraisal system, not only trying to change the current performance status of middle managers, but to put a performance appraisal system of the whole company into force.This thesis worked out the way of the research by deeply analyzing the background of this industry, studying the significance of this research, and with the comparison of current status of the related studies in home and abroad. It also made that the layout of the performance appraisal system of middle manager of the power company in A district clear, through the study of the related concepts of performance appraisal, and its methods and indication system.And then, a general information of the power company in A district, its composition of the personnel, and its current status of performance appraisal of middle manager were all analyzed carefully, and with a detailed investigation and research of the current performance appraisal system, involving the existed problems and causing reasons. According to the result of the investigation and research, the performance appraisal of middle manager of the power company in A district was refactored in design. To be specific, using "BSC (balanced score card)" as its principal method of design, adopting "360°Feedback" to select the appraisal personnel, and applying "KPI (Key Performance Indicator)" in the selection of the appraisal indicators. To improve the utility of the power companies of county-level with these methods, and finally having found a more suitable performance appraisal system for the the power company in A district.
