The Standardized Management Of Collective Forest Rights Transfer By Information System

Taking the circulation of forest right of southern collective forest area for object, taking Lishui city Zhejiang province as the main test region,the article mainly researches on the standardization management of the forest rights transfer, in order to solve the low productivity, business motivation shortage, circulation trouble in our southern collective forest area.This article divided into three research parts. Part one studies the standard transfer process, contents and the data standard. Based on the wide investigation of towns in Zhejiang province, especially the Lishui city, it optimize the process and improve content by data-collection and analysis.The second part designs the information management system to support operation of the standardization process. Apply the way of information system management designs the forest right management information system, including the whole system architecture, the functional module and the database of the system. The third part carries out a practical application. Using Longquan as an application, practices for the information management system, focusing on research and practice of the basic information management of forest right, information flow management, transaction management and contract management, and analyze operating results.The main result of the study:First, to further optimize and standardize the southern collective forest right circulation process, and integrate into the information management system.Second, to further clarify the southern collective forest flow management of content, which in information management system has been well represented and shown good results.
