Forestry development in China is facing the dual pressures of severeeco-environmental protection and the growing demand for timber and forest products,has a close relationship with the low efficiency of forest land use in China. Improvethe efficiency of forest resource utilization, the most important thing is to build andimprove the woodland resource circulation market. In this thesis, starting from therealistic background, combined with Anfu County, Jiangxi Province, research casestudies and data, how to build to improve the efficiency of resource allocation inChina's woodland forest rights transfer market come to the following basicconclusions:Market economic system, despite the coexistence of market allocation and thegovernment to configure two types of resources allocation, the existence of "marketfailure", but to achieve the efficient allocation of forest resources, the marketmechanism as the basic mechanism of the woodland resource allocation.
