Collective Forest Tenure Reform(CFTR) is an important content and a major step fordeeping the reform.By august2011,there has been25provinces(region,city) completed thereform task including property rights definition and constracting to households in all ofChina.However,this is the first step of CFTR.There are still many problems to be solved torealize the resource growth,increasing farmers income,good ecological environment andforest area harmonious.As the main management subject,farmers’behavior will directlyinfluence the performance of the collective forest property rights reform.To ensure that thecollective forest property rights reform will be well finished,it must to respect the willing offarmers,know the behavior of farmers and the influence factors of farmers’behavior.This study selects Yunnan Province Dehong city Mangling village as a survey,with theinvestigation of556peasant familis,adopting the way of questionnaire and interview,carrieson a detailed investigation about farmers’family condition,forest resource condition,operatingwillings after the reform and the problems in the management process.According to the surveydata,adopting qualitative and quantitative methods,this study analyses the way farmerschoosing to operate the forest and the willing of farmers’forest transfer.As the same time,thisstudy analyses farmers’operating orientation by using the logistic model.The main conclusions of the study include:1) After the reform,the management types ofcollective forest present a diversified trend;2) The ratio of the unified management forest landto the collective forest land is larger,and if has not yet found a reasonable way to manage afterthe reform;3) farmers’favorite operating way is independent operation;4) Joint management isexcluded by some farmers;5) Farmers’ forest outflow willing is low;6) Farmers’forest transferinto willing is higher;7) The influence factors of farmers’forest operating way includes the ageof the householder,householders’years for education,householders’experience,the labor forcenumber of the family and the forest area;8) the influence factors of farmers’forest transfer includes the forestry income proportion for total income,the experience of the householder,thelabor force number of the family and the forest area.This sudy puts forward some suggestions for farmers operating forest better.1) Accordingto the characteristics that the farmers prefer independent operation,the government shouldformulate the corresponding reform measures;2) Actively explore the maagement way of theunified management forest land;3) Speeding up the development of forestry cooperationorganization to reduce the cost and risk of forest land management;4) The government shouldwidely promote forestry technical training to improve farmers’ scientific management abilityand level;5) Set up and perfect the woodland circulation system and regulating the transferbehavior to form orderly transfer.
