With the knowledge economy and global economic integration coming, humanresources has been changing to the most important core resources of the enterprise,because nowadays, enterprise competition is mainly means talent competition. Sohow to manage this core resource is the focal point for company management andHuman resources professionals. In most of the company, the main tasks in HumanResources department are administrative work which approved contributed little forthe company, but strategy Human Resources work which implemented littlecontributed a lot. Current human resource is the most factors of enterprisemanagement, and traditional personnel management can’t meet the companystrategy development requirement. In1990s, the concept of Human ResourcesBusiness Partner has provided the theoretical basis and practical principles forchanging from traditional human resources to strategy human resources. HumanResources Business Partner will lead the Human Resources management into future,because of two aspects, one is business needs, since talent is becoming more andmore important factor for company development; the other one is Human Resourcesprofessional development needs, if they want to change the mind that HumanResources is not a service function by this recognition chance during re-organization.Now, Human Resources Business Partner has been implemented in internationalenterprises, and more and more cases prove that it’s an effective human resourcessystem for companies with big size. Combining theory and practice, this articlehopes it will provide many experience for many enterprises who will implement thisstrategy human resources system within their company. Now in China, Human Resources Business Partner is new, so position definition and responsibilities are notvery clearly and no benchmark for reference.This article will start from Choide company to solve problems withreorganizing the current HR organization chart, and implement HR business partnerconcept, and point out the advantage and improved aspects of this system in bigenterprise, in particular, how to avoid risks in optimizing suggestions withinorganization and feasibility construction of HR business partner system. We hope itcould provide values for big enterprise in HR business partner system design andoperations, so that Human Resources management can be the models to support thecompany core competitions.
