As the global economy develops so fast, the consumption of traditional energy is increasing. But at the same time, emissions rise with extremely serious environmental problems. These seriously hindered the development of the world economy and the improvement of people’s living standard. Therefore, in order to achieve sustainable economic development, countries around the world began to pay attention to the development and utilization of new energy. Japan as a developed country in northeast Asia, the development of new energy is worthy for our country in using for reference of experience. Under the background of this research, Japanese relationship between energy consumption and economic growth means a lot for our country to develop new energy policy.First of all, in this paper, the current domestic and international new energy development are summarized. It analyzes the change of energy consumption structure at home and abroad, and the development of Japanese and Chinese new energy. And it also described the characteristics of Japanese new energy consumption. Secondly, this article considers Japanese total energy consumption as the third kind of production factor of the Cobb-Douglas production function, selecting of relevant economic data (1990-2012) to the total energy consumption in Japan, including new energy, its relationship with economic growth has carried on the empirical research. Then we use association to analyzese the relationship between Japanese energy consumption and economic growth relations, the inspection results showed that there is a long-term equilibrium relationship between Japanese economic growth and energy consumption, and a long-term equilibrium model is established. By using Granger causality test it proves that in Japan there is a unidirectional causality between the total energy consumption and economic growth. Regression analysis results showed that Japanese GDP growth and energy consumption, capital stock, labor was significantly associated with all three. Capital stock of the biggest boost on GDP growth, energy consumption is second, labor is minimal. Again, this paper studies the new is given priority to with the wind, hydropower and nuclear power of the relationship between energy consumption and economic growth, using the co-integration theory and error correction model proves that there exists a long-term equilibrium relationship between economic growth and Japanese new energy consumption, and economic growth model is established. Through Granger causality test it proves that in the10%significant level there is a one-way causal relationship between Japanese new energy consumption and economic growth, it is concluded that Japanese new energy industry development and mutual influence of national economic development of important conclusions. Finally, combined with the development of new energy industry in Japan, to put forward several proposals to the construction and development of new energy industry in China, this paper holds that our country should begin from the legal level, enterprise level and social level, to promote the development of new energy industry.
