At present, China’s economy is in a new stage of development, the development direction and the economic structure are being adjusted, The new government took the way of cutting down government agencies and dispatching more management rights to enterprises in order to deepen the economic reform. releasing of the bonus in the reform process to explore new economic growth model. Small-Medium Enterprises, due to huge quantities and wide range location, play a very important role in stimulating the market vitality, promoting the workers’employment and pushing the economic development. But with the new situation of economic globalization, market competition environment of Small-Medium Enterprises in China are undergoing tremendous changes, not only to participate in the domestic competition, but also to compete with the multinationals. At present, China’s Small-Medium Enterprises are generally at a weak position in market competition. Under the new situation, how to accelerate the development of Small-Medium Enterprises and how to improve the core competitiveness of Small-Medium Enterprises are the main strategic issue we must seriously study.In this paper, on one hand, base on the concept of strategic management and its characteristics, detailed introducing the content, function, development stage and trends of strategic management, Through the strategic management research towards L company, and W company, using SWOT analysis, propose that Small-Medium Enterprises should cultivate and enhance their core competitiveness, strengthen strategic management. On the other hand, through the detailed description of the concept, characteristics, and components of core competitiveness, propose that Small-Medium Enterprises should establish strategic management awareness, and build a strategic management system base on the core competitiveness, and then point out that which aspects Small-Medium Enterprises should build core competitiveness and what methods to improve the core competitiveness.
