The Risk Assessment System Design Plan Of Human Resource Management Outsourcing Project In Xi’an Haiyuan Company

In the era of knowledge economy, as the most important resource of enterprise management, the emergence of human resources has gradually become a strategic core resource. However, the development of enterprises must have a focus, from the function of human resources management; we must make the core resources of enterprise to achieve the maximum benefits. As a result, the Chinese outsourcing market is gradually waking up, if companies can not choose the right outsourcing projects, it means that it can not control and protect the core competitiveness of enterprises. The outsourcing of human resources is not long time in China; it is still in the early stages. The uncertainty internal and external environment of enterprises, and the complexity supplier, makes the enterprise have some risk in the process of choosing the human resource management outsourcing. For these risks must be identified and controlled, otherwise it will bring great losses to the enterprise.This paper makes a research about risk of human resources outsourcing on the basis of summarizing the related theory of domestic and international service outsourcing. This paper includes three parts:First, from the theoretical and practical aspects, this paper presents the objects and reasons of this study, and makes a brief description of human resource management outsourcing in China and introduces the research ideas and research methods of this article as well as its innovation. Second, it introduces the basic concept definition and description of human resources management and outsourcing project risk, and then tries to the risks of human resources management outsourcing, they are identified from all aspects of the risk factors, as last,it establishes projects,and proposes some risk control methods. Third, try to risk assessment model of human resource management project. First, from the two aspects of the qualitative and quantitative methods, risk assessment, risk matrix from the main mode of human resources management as risk assessment, followed by combing the human resources management risk assessment steps: mainly from the design matrix, consequences and possible values, Broda values and Broda sequencing, calculation the weight of all the risk factors for the entire outsourcing project and the analytic hierarchy process, and finally determine the overall risk level of project.This paper not only enriches the outsourcing project of domestic human resource management and constructs the theoretical research of corresponding risk assessment system in a certain extent. To analysis the practical application of Xi’an Haiyuan company in service outsourcing projects. It provides a good reference and reference in building evaluation system of human resource management outsourcing project for other enterprise.
