In recent years, along with the advancement of urbanization and industrialization, Chinais experiencing a replacement of non-electric energy to electricity, and power consumptionof widening the scope of the process, increasing the proportion of electricity in the terminalenergy consumption structure, economic and social development more and more dependenton electricity. There will be a large electricity demand for a quite long period in the future.There is still substantial room for growth, generation and transmission areas still need largeinvestment, in the future, the electric power survey and design industry will continue tobenefit from the growth of the power industry for a long time, industry developmentprospect is good. In recent years, LN electric power survey and design institute alwaysmarket-oriented, tightly on goals to build the core competitiveness of enterprises, make theenterprise on the basis of retain their market share continue to improve, continue to dostrongly, now has become the backbone of the industry.Project personnel training as an important part of project human resource management,is the source of project team constantly learning new knowledge, is one of the ways to theproject team to obtain competitive advantage, and has become the important content ofmodern human resources development project. In order to adapt to the current marketdemand of electric power industry at home and abroad, LN enterprise needs to establishefficient project staff training system, training meets the needs of project personnel.This article was based on the above, based on employee training related basic theory,research and analysis of electric power survey and design enterprise project problemsexisting in the training of employees, using the learning organization theory, Maslow’shierarchy, project staff training needs analysis and evaluation, training, resourcesconstruction and a series of theories and methods in field, thorough LN enterprise internalstudy, finally found the LN enterprise project staff training of the existing problems, andbased on this completed LN enterprise staff training project optimization design, to solve theproblem of LN enterprise current project staff training laid a solid foundation, at the sametime for the state-owned enterprises under the background of project staff training workprovide certain reference. This paper is divided into the following:The first part is introduction, including the selected topic background, researchsignificance, and method and framework structure. The second part of the body: mainly fromfour aspects, the first is about the related concepts and the basis of prose theory weresummarized, including the study of electric survey and design enterprise project definition ofstaff training, this research mainly theoretical analysis tools, learning organization theoryand the hierarchy of needs, etc.; And then to the electric power survey and design enterprisehuman resources management, project management present situation and main problems areanalyzed, focusing on the analysis of characteristics of the structure type, project personneltraining, project personnel training needs, etc; Second of LN enterprise project personneltraining present situation and the problems were analyzed, and the emphasis on LNenterprise project personnel training and training needs analysis of existing problems,provides the practical analysis basis for the whole paper; Finally, respectively, from thetraining system design, training, resources construction, training, implementation andevaluation of LN enterprise personnel training project scheme, and points out some problemsthat should be paid attention to. Conclusion part, make a summary of the whole paper.The full text main conclusions are as follows:(1) The project personnel training needs analysis should include organizations,individual work and three levels of content, at the same time should include strategicplanning, performance evaluation, employee career planning and four key points for qualityrequirements.(2) LN enterprise project personnel training main problems include: project personneltraining resources construction and management system is not sound; The lack of effectivetraining object selection mechanism; Project personnel training effect evaluation system; Thelack of professional training management personnel.(3) Personnel training project design category five training system should include:Project implementation personnel training; Single project management training; Manyproject management training; Building enterprise project management operation mode;Enterprise project management system construction and optimization.(4) Clearly put forward to ensuring the efficient operation of LN enterprise stafftraining project, must and enterprise’s development strategy, human resource strategytogether, must have a sound training organization (matrix organization structure); To achievea good training effect, must be full participation; Specifically LN enterprise need to establish its own internal lecturer employment system, strengthen the cultivation of teacher of LNenterprise internal training and hiring, make LN enterprise internal training is given priorityto, outsourced training is complementary; Clearly put forward the training needs analysisand evaluation to the project objectives and employee personal career development plan.
