With the rapid development of global economy, market competition has been increasingly fierce. During forming of modern enterprise management system, performance management has been widely applied and implemented by more and more enterprises, which brings obvious effect, but also shows some shortcomings. Performance management of GDC is taken as the case in this paper to analyze problems in its assessment system, propose optimization planning and promote the enterprise management efficiency.In this paper, firstly, background of performance management is introduced, basic theory of performance management is presented, and performance appraisal methods used by GDC currently are listed, e.g. balance scorecard, management by objectives and key performance indicator and other performance management approaches. Secondly, basic information of GDC is described, including background, size, business, organization structure, HR status and etc., shortcomings of GDC in performance management are stated, and new measures to optimize performance management system of GDC are proposed. Based on the three performance management theories and tools, i.e. balance scorecard, management by objectives and key performance indicator, the design idea and flow for new performance management of GDC are built. The optimized performance management system will provide an optimum management process for planning of performance management objectives, performance tracking and feedback, and implementation of performance assessment result. In addition, this paper gives an summary of specific implementation steps for the overall performance management system, and also notes key items and filed should be paid attention to during implementation.therefore, based on performance management system, this paper takes GDC as the case to build a more efficient and scientific performance management system, which will be significant to proceed enterprises to establish modern enterprise management system.
