The New Rural Social Pension System is a system that benefits a majority of rural residents; it also promotes the improvement of the social security system in China. The national New Rural Pension System pilot work conference was held in Beijing in August2009. And10%of the whole nation’s counties were selected as the pilot area and the scope of the pilot was gradually expanded. Now the pilot area has covered all county-level units in China. In order to understand the rural residents’perceptions and acceptance level towards the Pension Insurance more deeply, promote the sustainable development of the New Rural Pension System, achieve the goal of universal coverage and achieve the expected effect that the national policy should obtain, this article selects the author’s hometown (Mengcheng-one of the first batch pilot counties in Anhui province) as the investigate site and implemented empirical study. Through studying the grade of contribution of Pension Insurance that the rural residents participating in, this article tries to find out the restrictive factors that affect rural residents to choose different grades of contribution to participate in old-age insurance, including age, gender, family size, occupation (whether he or she is the village cadre), migrant workers (financial situation) and degree of education, and aiming at these restriction factors, the author puts forward the corresponding suggestions and the analysis results.The article is divided into four chapters, the writer respectively on the paper:The first chapter is the instruction section, which mainly introduced the background, purpose and significance of this research, and summarized the domestic related research status and the research content and main methods of this article. Chapter2analyzed the pay policy of the Rural Pension System of Mengcheng and made a comparison with other county in Anhui province. The comparison mainly conducted from grades of contribution, contribution financial subsidies standards, and contribution preferential policies these three aspects. Chapter3mainly conducted quantitative analysis for some factors that affect the grades of contribution of rural residents:age, gender, degree of education, family economic conditions, migrant workers and family size. This article concluded that:age, educational level and family size these three explanatory variables have significant effect to the grades of contribution of rural residents, where age has positive correlation relationship to the willingness of contribution and grades of contribution and has the most remarkable impact; followed by is the cultural level, and it also showed a positive correlation relationship; although family size also has comparatively significant impact, it has a negative correlation. Meanwhile, the influence of the other variables also cannot be ignored. Besides, this article also discussed whether the village cadres have some influences to the rural residents’selection of grades of contribution. Chapter4put forward the rational adjustment suggestion for the current grades of contribution of Rural Pension Insurance. This article designed the optimization scheme for individual grades of contribution, it conducted this design mainly from grades of contribution, quantitative analysis and macro-control these three aspects, and thus hoping to make a contribution for promoting the Rural Pension System to develop in a healthy and sustainable way.
