Research On The Post Evaluation Of Xi Cheng District Government Public Financial Investment Project

Modern project management concepts originated in twentieth Century50years, after more than half a century of development, it gradually into various fields of the society wide application. As the field of management science is an important branch of project management, systems, methods and staff together, in terms of time, budget and quality target range to complete the work of the project. From the project investment decision-making to the end of the project the whole process of planning, organizing, directing, coordinating, control and evaluation, in order to achieve the project objectives. With its construction, product development application areas such as the increasingly mature and improve, its concept and method also have been introduced to the large-scale social activities, government of public project management. It can be said that the project management applications have not only confined to the military, national defense and the production and operation of enterprises living category, which has for the government, various social organizations such as NGO recognition and application. But also should see, the project management is the management of the emerging field of research, its decades of development and growth of the main theoretical and practical foundation is based on military large-scale equipment R&D and production and construction activities, in the government’s public management activities in the application of relatively late, especially in the public management field. In recent years, with China’s rapid economic development, government investment projects accounted for the government fiscal expenditure proportion is larger and larger, and the vast majority of government fiscal investment project to complete the quality and effect of the broad masses of the people and the quality of social life are closely related. Therefore, in the government performance management and budget management reform under the background of the research, how to use project management post evaluation theory, method to enhance and improve the financial management of government investment project financial performance evaluation work has practical significance to exploration.This paper introduces the main evaluation after project management theory as well as the government finance investment project, and summarizes the current situation of the basic theory on the basis of the existing problems, in view of the Beijing city government of Xi Cheng District financial investment project characteristic, and the financial department of the government investment project management by combining the actual situation, application of project post evaluation related theory method and tool, puts forward the concrete design, with period through this research, to some extent to optimize and improve the work of government budget performance management, deepen reform to lay a solid foundation of practice.
