A Study On Post-Project Evaluation Of China Mobile GSM Engineering Of The Province

Chinese telecommunication carrier has been the extensive management in the investment and decision-making over the years, and the implementation of the program management model,which is in the way of "Project proposal-project approval-prior to assessment-Investment Planning-construction and implementation-final acceptance-operation and maintenance",is lack of complete network and market feedback mechanisms,so without being able to formulate a closed loop control chain. With the major communications companies develop toward Network scale and centralized gradually, the proposal of the post-project evaluation,as the fourth phase of the project life cycle (end of the project phase), is particularly necessary.The construction of GSM engineering----the whole network construction of which is based on the business and network development objectives-----is particularly important in the Network construction of communication enterprises. Fomulating the goal of construction will play a direct role in guiding the enterprise development.In addition, as more sectors are involved in the whole process of GSM engineering construction,the link of investment and construction is raletively more complex.For the above reasons,the main goal of this paper is to analyzing and studing the post target assessment and post process assessment combine with the case of post-project evaluation of S provincial mobile GSM network.This paper has combed the China Mobile project evaluation system and helped to deeply understand the project evaluation indices system which lies a solid foundation for future work. Some personal opinionins on the project evaluation indices system are included through careful analysis and reflection,aiming at providing reference for the telecommunications companies in the improvement and development of the evaluation system,making the implementation of evaluation system links in conjunction with the other links of the project cycle, and providing decision-making proposals for business development.
