| With the growing demand for informationization, IT enterprises have a bright prospect of development. However, what contrary to the bright market prospect is fierce market competition and high failure rate; the resource conflicts among the projects affect the enterprises’survival and development severely. The current operation status of IT enterprise multi-project shows that the multi-project management is chaotic, lacks of project choosing criteria; and the department duties are malfunctioned. Every member charges for several projects, causes the member and the enterprise overloaded, resource conflicts are very universal. Due to lack of effective management control of multi-projects, it causes a series of general problems like overdue, over-budget, over-range and low customer satisfaction rate. Therefore, IT enterprises must solve the existing problems of multi-projects management control, and the resource optimizing allocation based on the multi-project priority evaluation stands particular importance.This paper chooses IT enterprise multi-project management as the research subject, analyzing the enterprise project features, solving the problems in the multi-project operation and seeking for solutions on the basis of multi-project management theory and IT project scope definition. In accordance with foresaid, we established a resource optimizing allocation system model, including resource optimizing allocation system which multi-project priority evaluation acts the core and basic supportive platform formed by organization, technology and system. On this basis, builds the multi-project priority evaluation system, introduces similarity, conflict, competition and interoperability among multi-projects into the evaluation range, establishes a six-dimension index system includes financial profits, strategies, resources, risks, learning growth, multi-projects’interconnections; proposes a ranking after classifying evaluation thought, builds a TOPSIS comprehensive evaluation model on spatial division theory. Taking the multi-projects priority evaluation as the decision-making foundation, allocate the resource to higher priority projects, and apply the critical chain method to allocate resources to each procedure.Finally, this paper takes GX Co., Ltd in Qingdao as example to testify the feasibility and effectiveness of IT enterprise multi-project priority resource allocation scheme, hopes it can provide some references to the implementation of resource optimizing allocation on the basis of IT enterprise multi-project priority evaluation. |
