The development of the times to twenty-first Century, competition betweenenterprises has reached an unprecedented fierce degree. Competition among enterprises isultimately a competition between human resources. As we all know, In human resourcemanagement, performance appraisal is the key link, Scientific and reasonable performanceappraisal system is an important basis for the human resources department to make thehuman resources policy and decision making, is a powerful tool for Strengthening thecohesion of enterprise and improving the performance of employees; Is an importantmechanism to control the enterprise to achieve its strategic objectives and strategic systemin the process. The special status of the middle-level managers in enterprises, determinetheir job performance will directly affect the whole performance of the firm. The key forcompanies to gain a competitive advantage and maintain long-term development is theability to mobilize the middle-level managers work enthusiasm and creativity, and toimprove their work performance. As a result, it has a very positive meaning to build a fairand objective evaluation of the performance of middle managers on performance appraisalsystem, which combines the practice of enterprises.Firstly, this research try to understand the meaning of performance and performanceappraisal method-level content through the theoretical overview of domestic andinternational literature and the results of the performance evaluation, Then, it analysis thestatus, problems and difficulties of Chunda Transportation Company’s performanceevaluation of middle managers, and try to improve the existing performance appraisalsystem. When introducing the company’s actual situation, first introduces its basic profilesand organizational structure. Since the object of this thesis is the company middlemanagers, so the analysis of various levels in specialized middle managers is in more detail.Then aiming at the middle management of company in the performance evaluationproblem, I put forward the improvement measures. Compared with the original scheme of performance appraisal, the new assessment scheme which bases on the Balanced Scorecardto determine has obvious advantages.The middle-level managers as the company’s "backbone", plays a key role inenterprises operating performance and sustainable development. On the basis of In-depthanalysis of Chunda Transportation Company’s current status of the performance appraisalsystem and the existing problems for middle-level managers. This paper uses the BalancedScorecard method to finalize improvements and puts forward the improvement idea. Inaddition, it uses the analytic hierarchy process, so that key performance index weightsprovided according to rational, fair and impartial. This can help Chunda TransportationCompany to establish a modern human resources management system, and to enhance theperformance of entire firm.
