With the deepening of reform and opening up,in order to adapt to the changing market environment,China's rural commercial banking industry is gradually carrying out its performance appraisal system.Reasonable performance appraisal can provide the basis for the staff salary management,and can improve the overall operation and management of enterprises,to achieve business goals.Middle management as the backbone of the development of the organization,both the implementation of corporate strategic objectives,and the supervision of the work of grass-roots managers,the performance management system for this group of organizational strategy to achieve the strategic objectives of the special significance.How to effectively carry out the performance evaluation of the middle managers,and to develop with their responsibilities,contributions to match the performance appraisal index system worthy of our study.Based on the domestic and foreign relevant theoretical research,this paper introduces the comprehensive performance appraisal method,the Balanced Scorecard and the key performance according to the present situation and characteristics of Xiqiao rural commercial banks.Indicators for effective integration,so that the middle management performance appraisal system more scientific and comprehensive.On the basis of analyzing the enterprise strategy of Xiqiao rural commercial bank,the enterprise strategic goal is decomposed from four aspects:finance,customer,internal operation,learning and growth,and the performance evaluation index is designed and implemented on the height of strategic goal.First clear branches(sub-branches)on the target,and then on the middle management personnel post analysis,finally established Xiqiao rural rural commercial banks middle management performance appraisal index system.And according to the characteristics and requirements of the performance appraisal of rural commercial banks,the paper uses the mathematical model combining the analytic hierarchy process and the fuzzy comprehensive evaluation method carry on the comprehensive appraisal to its performance,among which the analytic hierarchy process is used to determine the index weight and the fuzzy comprehensive evaluation method determines evaluation criteria and results.In view of the current domestic research on the performance management of middle managers is still gradually explore the stage,this article on the rural commercial bank middle management performance appraisal management system research is to supplement and expand this subject.
