In current simulation practice, simulation developers often modeling without analysis and decision-making and making an arbitrary fidelity choice based on their personal experience, environment, conditions and resource constraints which resulting in a failure control of simulation utility and cost, greatly influence the efficiency and benefits of simulation decisions. This paper is studying for the equilibrium of simulation utility and cost from the perspective of simulation fidelity, including:First of all, through a research and analysis of the main application of modeling and simulation in logistics system design and the participating mode in traditional design method of simulation activities, this paper are trying to give a more efficiency suggestion of participating mode of both simulation and simulation participants. Followed by analysis of each participant demand for the simulation fidelity degree as well as the influence factors of fidelity requirement, the paper put forward a selection criteria of fidelity based on equilibrium. Finally, a participating mode and a consideration of condition or criteria are given based on the equilibrium of simulation utility and cost.Secondly, combining the characteristics of DC and modeling and simulation features of DC, we analyze the characteristics of DC simulation fidelity and its dimensions and measuring indicates, a fidelity metrics framework based on DC is given. Then, discuss their attribute dimension of simulation utility and cost, analyzing their relationship with related simulation fidelity dimensions and also build a relationship model. Use fidelity as a bridge between simulation utility and cost, the paper build an equilibrium model between U&C and an dynamic method to solve the problem. At last, by constructing the framework reference based on equilibrium, the paper expect to provide a guidance and reference standard for modeling and simulation activities including establish a fidelity requirement specification model from the analysis of user requirements, conceptual model with integrated modeling method and a standardization procedure and method to evaluate model fidelity.Based on engineering practice and literature study, the paper mainly study modeling and simulation activities of logistics system from the perspective of fidelity optimizing, attempt to solve the problem that when a simulation task is given, how to determine modeling fidelity to obtain a reasonable equilibrium between simulation utility and simulation cost. This study results provide a theoretical model and qualitative, quantitative method as an reference for modeling fidelity scheme, effectively improve the fidelity optimization level, and the probability to selecting an optimal fidelity design, had achieve the purpose to meet both user subjective demands and objective demand. All these providing a scientific basis and operational guidance for the diversity, uncertainty and ambiguity logistics modeling and simulation practice.
