As the obviously strengthened competition of global business, the innovation has been underlined by the enterprise all over the world. Specifically, not only both products and service need the innovation, also the inner management of a industry is inevitable. It is essential for a enterprise to make a deep strategic target as the basic support for the business running. Therefore, the’devise strategies within a command tent’ becomes an important measure for the companies to induct their management. In terms of the strategic goal, it is necessary for those enterprise in China to utilize a simple, entire and effective tool to manage the business strategy.The Balanced Scorecard can be used as an effective method to satisfy the requirement of the management innovation for those company. It started from1990, Robert S.Kaplan a professor of Harvard Business School, and David P. Norton, and they intended to popularize the Balanced Scorecard to the whole world based on the concluding the successfully beneficial experience of some enterprises with a distinct management experience. The Balanced Scorecard is widely used to balance and assess the company performance through four aspects, for instance, finance, customers group, inner operations and business development.This paper will put the relevant theory of Balanced Scorecard as a primary reference into a practical guide to settle the strategy induction of traditional domestic enterprises, and fix the evaluation rules of those falls. Then, the enterprises can acquire the obviously effective induction of the strategy in order to enhance the competitiveness. The first chapter will focus on the researching degree of Balanced Scorecard, and it will show the meaning and target of this paper. In second chapter, the conception, theory and effects of performance management will be introduced. The situation and disadvantages of performance management in CN will be analyzed in chapter three. Chapter four will talk about the specifically used progress of balanced score card. The evidences of Balanced Scorecard used, requirements analysis, basic process and design principle are also involved in this section. The whole chapter five will indicate the specific process of Balanced Scorecard using and deployment. The last chapter will summarize the paper and show the disadvantages of this paper, there will be a future plan talked in the end of this paper.
