Currently, some of today’s developed countries, restrict exports of developing countriesby setting “carbon tariff”, which causes some negative effects on China’s exports. Chinamust take the low carbon developing way. As a provincial administrative divisions, Jiangsu,its export trade developed very well in China. However, exporting commodity of Jiangsu hasdrawbacks of high input, high consumption and low value-added, resulting in the hugeemission of greenhouse gases which is urgent and arduous task.Firstly, this paper introduces the basic situation of Jiangsu trade structure and points outthat primary products has a low proportion of total exports, while manufactured goodsaccounted for a high proportion and technology-intensive exports is making much morecontribution to the growth of trade. Besides, the export is much more concentrated to thedeveloped countries, such as Americans, Japan, European Union. From the aspect ofindustrial sector, traditional high carbon industry production is still considerable scale,industrial production exporting is an important cause of increasing carbon emissions; Thenaccount the province’s energy consumption statistics to calculate the carbon emissions ofJiangsu. Then analyze the Intra-industry Trade and polluting industries, pointing out theadvantages of trade have been shifted from Labor-intensive and resource intensive tocapital-intensive. Considering the processing trade, Jiangsu faces enormous pressure onresources and the environment, we must adhere to a low-carbon exit road.Second, the paper makes a empirical analysis, using co-integration, VECM, Grangercause and dynamic simulation analysis, to identify the causal relationship between export andcarbon emissions, pointing out that industrial export is the Granger cause of industrial carbonemission and in the short term, carbon emissions has a positive knock-on effects; In the longterm, committed to optimizing the export structure will be in favor of cutting down emissions.Pointed out the main obstacles that Jiangsu will have for adjusting export structure under thebackground of low carbon, such as export market concentration, tight corelation betweencarbon emissions with export market, the unreasonable energy structure, irrational exportstructure, high dependence on foreign technology, lacking of low carbon awareness forenterprises, lacking of funds on low-carbon and imperfect legal system of low carbon.At last, the paper points out the necessities for adjustment of export structure, thenputs forward suggestions for the measures and policies in terms of trade industry, energy,trade rules, government responsibilities, legal awareness.
